Setting up of multi-mode network up to gram panchayts in Rajasthan

The Government of Rajasthan aims to expand network connectivity to approximately 10,000 locations across 9,177 gram panchayats and 183 municipal areas to provide voice, video, and data services. A multi-mode solution using VSAT, leased wireless or wired lines will be implemented. A captive VSAT hub will be set up, and VSATs may use extended C-band or KU-band frequencies. A competitive bidding process will select a system integrator consortium of IT companies and bandwidth providers to provide the multi-mode connectivity with minimum assured links for each mode. The solution will be monitored through an integrated network monitoring system connecting existing state networks for 5 years by the selected agency.

- 1. SETTING-UP OF MULTI-MODE NETWORK UP TO GRAM PANCHAYTS IN RAJASTHAN RajCOMP Info Services Limited (RISL)

Abstract: • Government of Rajasthan (GoR) has envisaged: – Expand network connectivity up to 10,000 approx. locations, spread across 9177 Gram Panchayats and 183 municipal areas to cater voice, video and data services • Connectivity Mode: – Multi-mode solution like VSAT, Leased line (Wireless/ Wired Line) – For VSAT solution: • Set-up of CAPTIVE HUB • VSAT setup may be either in Extended-C band (XC) or KU-band • Procurement process: – Selection of SI through Competitive bid process – Consortium of IT companies/firms and Bandwidth providers shall be permitted – Rate contract for providing multi-mode connectivity with minimum assured links of each mode
- 3. • Integrated Network Monitoring System (NMS): – SI to establish an integrated NMS, NOC and HDMS for multi-mode type of connectivity – Configure exiting RSDC devices and network infrastructure of SECLAN, RajSWAN, and GRAMSET etc. – Proposed connectivity through wired-line, wireless and VSAT should also be monitored through proposed NMS. • Complete solution should be operated, maintained and managed by the agency for 5 years. • Payments: – Bills by the respective member of consortium shall be raised through Lead agency. – Payments to respective bandwidth service provider may be made directly.
