Sharif’s 9-Box Monitoring Model
Introduction:
Now a day’s efficient project monitoring has been very important and integral part of a project success.
The traditional monitoring system just only kept focuses on project implementation status compared to
its planned activities, where project stakeholders were considered as data sources only. Later,
participatory monitoring evolved including integrating planning, learning and accountability become
three important integral parts of monitoring and evaluation system, where stakeholders are not only
treated as data sources but also an active participant of the monitoring and evaluation process. Through
this approach, monitoring becomes a strong management tools for managing project effectively.
Nevertheless, although present monitoring system is much improved version than the traditional
monitoring system, still there is a missing link of an implementation regarding its all effects, positive-
negative. This model, titled 9-Box model, includes the process of measuring all effects of an
implementation.
Sharif’s 9-Box Monitoring Model:
This is an experience-based model. This model is particularly useable for them who practice Adaptive
Programme Management Approach. This model is also applicable for them who practice CLA.
Nevertheless, this model is also applicable for regular projects that look for maximizing project benefit
for their stakeholders and sustainability from their project implementation.
BOX-3 (The Context)
Is there any contextual change

against the implementation
that can negatively affect the
project interest?
BOX-4 (Implementation
Relevance)
Was the implementation
relevant with the need of the
beneficiaries?
Was the implementation
managed cost effectiveness
and value for money?
BOX-5 (Stakeholders)
What are the Stakeholders
present motivation, interest,
incentives, power?
Were the relevant
stakeholders truly participated
with their own motivation for
the desired changes?
BOX-2 (Indirect Beneficiaries)
Apart from the beneficiaries,
are any of the household
member of the beneficiaries’
benefited, how?
Apart from the beneficiaries,
are the communities of the
beneficiaries benefited,
including women, youth,
disable person, minorities, etc.,
and how?
BOX-1 (Core Monitoring
Agenda)
What Implemented?
Quality of Implementation?
What are the results achieved?
What are the learnings?
What are the good practices?
What challenges were there?
How the challenges were
mitigated?
BOX-6 (Sustainability)
Will this learning from the
implementation and achieved
results be sustainable? If yes,
why, if not, why? What to do to
make it sustainable? Any
adjustment of the project is
needed?
BOX-9 (Negative contribution)
Any negative effect/impact of
the implementation over any
particular group and
environment.
BOX-8 (Accountability)
Where are the project
accountability?
Is this implementation comply
with the project accountability,
how?
BOX-7 (Reform Agenda)
Is there any policy change/
formulation needed to make
the project effect sustainable?
What are those? Who are the
targeted audience?
