The SLEX rehabilitation and upgrading project was signed on February 1, 2006, with a 30-year concession period, costing P11.5 billion for the first phase and aimed at upgrading various toll roads. The current toll rate for the SLEX is P0.76/km, which is among the lowest in the Philippines, while the operator faces financial challenges that hinder investment recovery and service maintenance. Benefits of the upgrades include reduced travel time and vehicle operating costs, as well as enhanced economic activity in South Luzon.
