“ A learned  FAQIH  (scholar & teacher) is truly  FAQIH , one who does not cause others to feel despair from receiving the mercy of Allah (i.e. overly strict and too ‘harsh’); and neither does he (give the impression by his behaviour, a guarantees as if ) anyone can avert or withhold the wrath (punishment) of Allah, nor allows opportunity (by giving dispensation) for anyone to disobey Allah  (i.e. being inappropriately lax and too ‘nice’). " Verily Allah does not remove knowledge from the (hearts of the) people, rather he takes away knowledge by taking away its people (the true scholars –  ‘ULAMA ), until there are no more scholars, the people then take leaders that are ignorant, and when they are asked, and give  fatwas  – religious rulings, (they give) without knowledge, so they misguide and are misguided.“ ( Hadith reported by Ashaab as-Sunnan from Ibnu ‘Umar r.a .) "Indeed the  scholars  are the inheritors of the Prophets, but if they fall into covetousness and greed, who shall be taken as leaders? The  merchants and businessmen  are the trustees of Allah, so if they are treacherous, who can be trusted? The  warriors  are the guests of Allah so if they become extreme (or take spoils without right), with whom can we defeat the enemies? The righteous and  ascetic ones  are the kings of the earth but if they become insincere (i.e. have  riya’ ), who shall be followed? Generally in Singapore, conversion to Islam taking place annually, was not out of any  Da’wah  program specifically directed towards non-Muslim undertaken by any organizations. It was more of a general type like having public talks, generating interest regarding Islam, disseminating information, making available resources  about Islam, etc. We have a rather ‘ reactive ’ program of only providing services to any interested to know about Islam. Yet despite this, the conversion rate to Islam has been quite substantial . Many of these people usually come be serious about Islam indirectly only through personal encounter with personal Muslim friends, working colleagues, neighbours, would-be spouses, or from other new-converts of their racial background. Such interested non-Muslims must be provided with relevant answers and explanations about  Al-Islam  – not merely as subject or information, but with reason and an engaging approach of teaching, subjecting them into accepting the truth in Islam . It uses (what I termed) “ Da’wah-mode ” addressing their particular need. This is very different from the curriculum which the Malay born Muslims are used to, which is “ Isla h -mode ”. And it is not simply a matter of translating from that which is available in Malay into English.  Asaatizah  intending to teach these would-be or new converts is advised to learn from those with the experience of doing this kind of  Da’wah  (teaching Islam to non-Muslims). Also, the ‘ paranoia  ’ (misperceived fear) of infringing  the delicate relations in Singapore multi-religious society – (Religious Harmony Act),  perhaps have caused many to focus all ‘ Da’wah ’ programs to only Muslims. Direct approach towards non-Muslims, if any, must be treaded with much wisdom, right knowledge, tolerance and courage. Unfortunately, this led to our gross neglect for doing  Da’wah  to all. Also the way Islam is taught to Muslims here gradually lost the required “ Da’wah-spirit ”, exacerbated by the attitude of “ Muslims learning Islam merely as subjects but not subjecting the Muslims to Islam .”  Pursuit in the learning of Islam mostly became “ ACADEMIC ” instead of “ AQEEDAMIC ”;  dealing with partial ( JUZ-’IY ) knowledge instead of them given the wholistic ( KULLIY ) knowledge . It was because of  these, the most favoured and effective  Da’wah   program thus far has been the ‘ indirect ’ development of as many Muslims, to empower them to become effective ‘ witnesses ’. Unfortunately most  Asaatizah  currently do not have the relevant proficiency (English – the  lingua franca ) required by most younger Muslims in their understanding Islam and helping them to share. Yet, it is these young English-speaking Muslims that can be depended  upon to directly engage their non-Muslim friends, colleagues or neighbours. So, a program to empower and inspire them to speak  confidently and convincingly about the basics of Islam is required.  All Rights Reserved © Zhulkeflee Hj Ismail (2011)
Thus, one of the earliest program developed to address this was the  IIC  (Islam & Its’ Challenges) in the 1980-90’s (when I was still in Darul Arqam), which later inspired the  IAW  (Islamic Awareness Week) on campuses. It was at one time followed through  by post-IIC programs  (special educational programs ) as well as assigning roles to these ‘ actualized  ’ activists while continuously developing them further with their basic Islamic knowledge geared towards participating effectively in one-on-one  Da’wah  work (personal sharing). It was most unfortunate that traditional Islamic method are being discarded by those who do not even know or been exposed to such method. Instead, corporate-culture and marketing strategies were unashamedly used. ‘Students’ became directors of their ‘teachers’ in  Da’wah  program. And ‘ motivational ’ type or training are favoured as the training for  Da’wah  work. Ad-hoc, seasonal and ‘crash-courses’ are being ‘ promoted and marketed ’ – capitalizing upon the increasing interest amongst unwary younger English-speaking Muslims who may be sincere and well-meaning. Simplistic, “ Answering   20-questions ” type of manual  are promoted over the proper “ FIQHUD-DA’WAH ” and “ USULUD-DA’WAH ” – long-term  DA-’IE   training programs – previously conducted by those who had the training and field experience of doing  Da’wah  in Singapore. Confusion thus becomes exacerbated when other countries approach in  Da’wah  are being popularised – forgetting the difference in their context of  Da’wah  from ours.  Another very dangerous trend has already emerged when various groups promoting their ‘ brand  ’ of Islam began to use  Da’wah  programs to recruit their members.   • 15. “ A learned FAQIH (scholar & teacher) is truly FAQIH , one who does not cause others to feel despair from receiving the mercy of Allah (i.e. overly strict and too ‘harsh’); and neither does he (give the impression by his behaviour, a guarantees as if ) anyone can avert or withhold the wrath (punishment) of Allah, nor allows opportunity (by giving dispensation) for anyone to disobey Allah (i.e. being inappropriately lax and too ‘nice’). " Verily Allah does not remove knowledge from the (hearts of the) people, rather he takes away knowledge by taking away its people (the true scholars – ‘ULAMA ), until there are no more scholars, the people then take leaders that are ignorant, and when they are asked, and give fatwas – religious rulings, (they give) without knowledge, so they misguide and are misguided.“ ( Hadith reported by Ashaab as-Sunnan from Ibnu ‘Umar r.a .)   • 24. "Indeed the scholars are the inheritors of the Prophets, but if they fall into covetousness and greed, who shall be taken as leaders? The merchants and businessmen are the trustees of Allah, so if they are treacherous, who can be trusted? The warriors are the guests of Allah so if they become extreme (or take spoils without right), with whom can we defeat the enemies? The righteous and ascetic ones are the kings of the earth but if they become insincere (i.e. have riya’ ), who shall be followed?   • 26. Generally in Singapore, conversion to Islam taking place annually, was not out of any Da’wah program specifically directed towards non-Muslim undertaken by any organizations. It was more of a general type like having public talks, generating interest regarding Islam, disseminating information, making available resources about Islam, etc. We have a rather ‘ reactive ’ program of only providing services to any interested to know about Islam. Yet despite this, the conversion rate to Islam has been quite substantial . Many of these people usually come be serious about Islam indirectly only through personal encounter with personal Muslim friends, working colleagues, neighbours, would-be spouses, or from other new-converts of their racial background. Such interested non-Muslims must be provided with relevant answers and explanations about Al-Islam – not merely as subject or information, but with reason and an engaging approach of teaching, subjecting them into accepting the truth in Islam . It uses (what I termed) “ Da’wah-mode ” addressing their particular need. This is very different from the curriculum which the Malay born Muslims are used to, which is “ Isla h -mode ”. And it is not simply a matter of translating from that which is available in Malay into English. Asaatizah intending to teach these would-be or new converts is advised to learn from those with the experience of doing this kind of Da’wah (teaching Islam to non-Muslims). Also, the ‘ paranoia ’ (misperceived fear) of infringing the delicate relations in Singapore multi-religious society – (Religious Harmony Act), perhaps have caused many to focus all ‘ Da’wah ’ programs to only Muslims. Direct approach towards non-Muslims, if any, must be treaded with much wisdom, right knowledge, tolerance and courage. Unfortunately, this led to our gross neglect for doing Da’wah to all. Also the way Islam is taught to Muslims here gradually lost the required “ Da’wah-spirit ”, exacerbated by the attitude of “ Muslims learning Islam merely as subjects but not subjecting the Muslims to Islam .” Pursuit in the learning of Islam mostly became “ ACADEMIC ” instead of “ AQEEDAMIC ”; dealing with partial ( JUZ-’IY ) knowledge instead of them given the wholistic ( KULLIY ) knowledge .   • 29. It was because of these, the most favoured and effective Da’wah program thus far has been the ‘ indirect ’ development of as many Muslims, to empower them to become effective ‘ witnesses ’. Unfortunately most Asaatizah currently do not have the relevant proficiency (English – the lingua franca ) required by most younger Muslims in their understanding Islam and helping them to share. Yet, it is these young English-speaking Muslims that can be depended upon to directly engage their non-Muslim friends, colleagues or neighbours. So, a program to empower and inspire them to speak confidently and convincingly about the basics of Islam is required. All Rights Reserved © Zhulkeflee Hj Ismail (2011)

Thus, one of the earliest program developed to address this was the IIC (Islam & Its’ Challenges) in the 1980-90’s (when I was still in Darul Arqam), which later inspired the IAW (Islamic Awareness Week) on campuses. It was at one time followed through by post-IIC programs (special educational programs ) as well as assigning roles to these ‘ actualized ’ activists while continuously developing them further with their basic Islamic knowledge geared towards participating effectively in one-on-one Da’wah work (personal sharing). This was in 1980-90’s (i.e. when I was a staff in Darul Arqam) but was informed that it is no longer being done. All Rights Reserved © Zhulkeflee Hj Ismail (2011)
  • 31. It was most unfortunate that traditional Islamic method are being discarded by those who do not even know or been exposed to such method. Instead, corporate-culture and marketing strategies were unashamedly used. ‘Students’ became directors of their ‘teachers’ in Da’wah program. And ‘ motivational ’ type or training are favoured as the training for Da’wah work. Ad-hoc, seasonal and ‘crash-courses’ are being ‘ promoted and marketed ’ – capitalizing upon the increasing interest amongst unwary younger English-speaking Muslims who may be sincere and well-meaning. Simplistic, “ Answering 20-questions ” type of manual are promoted over the proper “ FIQHUD-DA’WAH ” and “ USULUD-DA’WAH ” – long-term DA-’IE training programs – previously conducted by those who had the training and field experience of doing Da’wah in Singapore. Confusion thus becomes exacerbated when other countries approach in Da’wah are being popularised – forgetting the difference in their context of Da’wah from ours. Another very dangerous trend has already emerged when various groups promoting their ‘ brand ’ of Islam began to use Da’wah programs to recruit their members.
