  • #2: „SPATIAL DEVELOPMENT STRATEGY: A CONCERTED ACTION PLATFORM.“ This is the topic of this very interesting and important section.
  • #3: There is - obviously - no simple answer to the question how to regulate Quality Environment? The confusion about this issue in a globalized world is evident. The globalization, not only of goods, but of opportunities too, has let to a worldwide rootlessness.
  • #4: As a first step today I would like to analyse with you some keywords of this conference: Environment Quality Comfort Parameters Regulation
  • #5: ENVIRONMENT. ‚Environment’ is not the cladding of all the objects – designed or not – of what surrounds us. A good Environment – has to embrace the human being. Men have to feel „at home“: in their house, in their neighbourhood, in their district, in their town, in their region. Where social interaction happens the environment is good. People at any time and on any place on this world want to gather, want to meet.
  • #6: QUALITY. There are too many standards and definitions of qualities. The nuisance of the media-driven advertisements makes us believe that quality is an Additive. Quality is not a luxury good. Quality is a basic need. The best indicator for the quality of the built environment is the health situation.
  • #7: COMFORT. Comfort suggests that things at our disposal have to be smart to use. The more gimmicks, the more comfort?! This is much too superficial. Real comfort is where security and safety is. I don’t intend protection, neither secured by physical devices nor by power. Secureness is a result of a carefully and consciously conceived concept of urbanism based on accessibility, orientation and appropriation.

  • #12: REGULATION Originally humans were regulated by nature. The laws of nature, its power, its danger gave order. The built environment was assembled by what the immediate vicinity offers. This kind of limitation was the fountain of originality, distinctiveness and beauty. And still it is: “We love and care about beautiful things.” Beautiful objects are the most valuable ones. We have to look for regulations, which are appropriate to generate beauty.
  • #13: How many Charters have been produced in the last decennia with the laudable intention to a better world? My main critique about those is that they were predominantly speculating about a visionary future. The papers hardly are considering lessons to be learned from history. Secondly the visions claimed to operate on the whole globe. While I am convinced that the virtue resides in the regions.
  • #14: My thesis is Regionalism is above Globalization As best-practice examples for such New Settlements I’d like to point out some urban developments conceptualised by my studio KK architects: Kirchsteigfeld Brandevoort Vleuten Riverfront Town in Moscow Region Masterplan BSU

  • #27: Also in Russia I had the chance to elaborate a Masterplan. In 2012 with Buro Happold we got commissioned to reshape the agglomeration of Berezniki, Solikamsk and Usolye. I assume you know about the surface deformations in the Kama area. This particular danger and furthermore the poor condition of the residential units have induced a weakening of the region’s attractiveness, for both, habitants and jobholders. We proposed the reshape of the urban fabric on three different scales: the urban scale, the block or microrayon scale and the building scale.
  • #28: At the urban scale, the plan focuses on defining the cities’ future urban form and strengthening their character and distinct identity.
  • #29: At the block scale, different strategies are elaborated to give tailored responses to the typologies and contexts found in Berezniki, Solikamsk and Usolye: The re-dimensioning of too-large microrayons into well-proportioned block structures stands central.
  • #30: To give back a typical face to the architecture of the region, at the building scale the possibilities of prefabrication technology are maximised, and context-specific designs propose buildings with more variety in panels, materials and distinctive facades.

  • #32: Key urban areas are selected as optimum locations to make changes whose impact will be felt.
  • #33: The reinforcement of historical areas ensures that the qualities of the existing urban fabric and architecture are not lost and will support the local identity and aplomb.
  • #34: The third strong component is a landscape strategy to strengthen the local character and the regional presence.
  • #35: It is still possible to create neighbourhoods of a high acceptance, places where people – citizens and visitors – get attracted  to, feel at-home and are happy. Places of a common beauty in which people like to move and developers like to invest.
