The UNDP initiated a project in 2002 to build Sri Lanka's capacity for mine action and support its mine action program. While the project has helped establish national standards and build capacity in Jaffna, it faces challenges. There is no agreed scope for the technical advisers' roles, and little project presence in eastern areas. Also, without a strategic plan for continuing activities past 2008, sustainability is at risk. Key recommendations include clarifying roles, expanding staff and presence nationally, and creating strategic plans to guide the project and ensure a smooth handover to national ownership. Continued UNDP support depends on resolving these issues to complete its capacity building goals.
