Editor's Notes

  • #3: This slide just illustrates LeGSB’s diagram defining the 7 types of standard. esd-toolkit’s standards are purely concerned with semantics although there is some BIS Breakthough work by Peterborough around sharing formats (ie syntax) for inventories and for individual datasets.
  • #4: When publishing open data you should use national recognised identifiers where possible for things like: local authorities, geographical areas, finance codes... esd-standards provides identifiers, names and descriptions for key concepts in local government like service, function, metric, process.
  • #5: This is the full set of lists available from standards.esd.org.uk where you can browse them and download in a variety of formats.
  • #6: The lists published by ESD are used by GOV.UK (formerly Local Directgov) and internally by many councils. Our “Using Lists” page (see link) gives some very short case studies.
  • #7: This rather complicated diagram shows how all the lists relate to one another.
  • #8: All the lists and relationships between them are published under the open government licence as ‘linked data’. You should consider that licence for your data. You may publish in full Linked Data format or just in a variety of non-proprietary formats like CSV and XML.
  • #9: Looking at a a few of the most relevant lists to BIS Breakthrough projects... The Services List defines every service relevant to English local authorities in some detail. There are 1,400 + services; not all relevant to all council types. Some are internal supporting services, like HR The functions list is a hierarchical structure that sits on top of the Services list to allow services to be grouped by local government function (housing, education, environment, etc) The Website navigation list gives a similar grouping but using more citizen-centric terminology. It is structured such that bit might form a model council website navigation structure, although councils should personalise The Metric types list defines measures of performance and demography. These are used in the LGA’s LG Inform and LG Inform Plus reporting tools. Metric types are indexed according to services and functions. The Circumstances List provides categories by which metrics can be broken down like: age bands, ethnic groups, types of housing, budget categories...
  • #10: If you are publishing any open data, one of more of the lists is likely to be relevant to you. Here are examples of projects that use the standards.
