Objectives:
• Analysis of the existing facilities
• Reviewing the facilities that are
needed
• Fulfillment of the needs of the people
by providing them the best healthcare
• Special care of women, children, aged
people & people below poverty line.
Strategies:
• Forming relationships with physicians.
• Pursuing payer relationships and new
revenue models.
• Partnering with the community.
• Focusing on the outpatient arena.
• Investing in technology.
• Merging with other hospitals and healthcare
systems.
Standards:
• Step 1: Make a list of all public hospitals, and classify them
according to the level of services they provide,
• Step 2: Estimate the sum total of government resources
each hospital consumes.
• Step 3: Identify hospitals believed to be performing poorly
• Step 4: Describe the present structure of decision making
and administration in this list of selected hospitals.
• Step 5: Evaluate performance of the selected hospitals in
accordance with how they meet the criteria of efficiency,
equity, accountability, quality of care, and revenue
mobilization.
• Step 6: Revise, if necessary, the priorities in the list of
hospitals targeted for reform.
Budget:
While determining the budget following points must be
considered:
• Revenue comes from patient payments, donations etc.
• Expenses comes from physical facilities like how much
does it cost to keep up the building or buildings,
maintenance cost of each department, electricity,
water, other utilities, equipment costs and including
non-medical cost of each bed in the hospital and
advertising too.
• Cost of all employees
• Other facilities such as parking garages, lots, laundry,
landscaping, grounds keeping or window washing.
• An emergency expense fund. If some disaster occurs ,
the hospital must be prepared for it.
Policies:
• To provide information about present complaints and
medical history
• To report whether he/she clearly comprehends the
contemplated course of treatment and what is expected of
him/her.
• To report dissatisfaction with the quality of care or service
to the nurse manager, physician, or patient representative..
• To assure that financial obligations of his/her health care
are fulfilled as promptly as possible.
• To be considerate of the rights of other patients and
hospital personnel by assisting in the control of noise and
the number of visitors.
• To be respectful of the property of other persons and the
property of the hospital.
Rules:
• Smoking should be strictly prohibited.
• Visiting Hours should be decided.
• There should be a provision of a special
visitors' pass for visitors who wish to stay.
• There should a control over the noise in the
hospital.
