What is holding up ICT adoption in SBOs/Coops? Lack of understanding and awareness - elected leaders, management and members Failure to use participatory approach- involve all Lack of ICT plans in coops Lack of quality ICT Support Lack of ICT policy in agriculture policies and dairy policies No reference / guide coops to adopt or follow ICT capacity in Coops/SBOs Infrastructure
Participatory Approach You may  be convinced- others are not Series of meetings elected leaders, staff, members, clients Know the type of information each needs Are they (dis)satisfied with the current system? What improvements do they want? Are they willing to pay for the improvement? meet  needs of each stakeholder- difficult If computerization meet needs-successful
Stakeholders in a coop computerization process Elected leaders- where is the cooperative going/ balance sheet Manager- accurate and timely reports Staff- keep their job/ avoid duplication Members-quick payment/accuracy/ statements Clients- accurate and timely invoicing Suppliers- paid on time
Computerization risks and ways to manage them 3  categories /types of risks External factors- risks beyond control of project Related to coop management- member/staff acceptance also organizational risks Related to design/implementation-wrong planning, system failure, not signing off
Mitigating risks RISKS WAYS TO MANAGE THE RISKS EXTERNAL ELETRIC POWER UNRELIABLE FIXED LINE INTERNET CONNECTION EXPENSIVE UPS MODEM  ALTERNATIVE INTERNAL ACCEPTANCE EMPLOYEES FEAR LOSING JOBS STAFF THRETATENED BY NEW TECH PARTICIPATORY APPROACH JOB RETRAINING IMPLEMENTED GRADUALY PROJECT MANAGEMENT COST TIME MAINTENANCE PROJECT DESIGN WELL PLAN TIME WELL PROVISION
Ten Commandments of Computerization Have clear business goal – what business problem will computerization solve? Learn from others. Costs, benefits, computer maintenance, training, risks Have a business plan that lays out your arguments – find a champion easily convince Establish an ICT Committee – 2 heads better Examine the system issues- modular approach
… cont Sufficient time to develop implementation plan – business goals, objectives, outputs, tasks, responsibilities, timing and costs Be careful with contracts- clearly spell your expectations of the vendor, set measurable goals, realistic goals, documentation important Be sure each person is trained adequately- continuous Run parallel systems before full migration Provisions for maintenance, support and updates
