Main social justice issue that the agency addresses in the local context The main social justice issue that Adult and Aging Services addresses is self determination, access to community services and activities; and safe and enriching personal environments.
The community context of the agency The community that Adult and Aging Services serve is the elderly population who are at risk of being put into a nursing facility.  The agency also serve the mentally and developmentally delayed children who needs around the clock services.
Organizational Structure of the Agency State of California Human Services Agency Adult Protective Services Deputy Director Supervisors *IHSS Social Workers  *Mist Workers *MSSP Workers *Public  Conservator/Guardians *Public Authority *APS Social Workers Elderly and Developmentally/Mentally Delayed children
Services provided by the Agency  Adult Protective Services (APS) Investigates allegations of physical, sexual, emotional, and financial abuse, neglect, and exploitation.  Any state or county employee is mandated to report any type of elderly abuse that they see while out doing their job Whenever there is a referral, an APS worker goes out to investigate whether it’s serious or not. If it’s serious, then they go out within 24 hours but if it doesn’t seem serious then they can go out within ten days.  After the investigation, if abuse is found then it’s up to the person who is getting abused to decide if he/she want help. If he/she wants help then they would be provided resources that meet their needs.
Services provided by the Agency cont. Public Guardian/Conservator/Representative Payee Case and estate management services for incapacitated individuals. These workers handle cases of elderly individual who can not manage their money and need help with their bills. The worker would help  pay their monthly bills and manage money where needed.
Services provided by the Agency cont. Public Administrator Provides estate management for descendants. To include taking inventory of the estate, securing storage, estate auctioning, locating heirs, and providing recommendations to the court on the disposition of the estate.  The county steps in when someone dies and have no family member or if they family members haven’t been located.  A Public  Administrator will go out and cease the house and the belongings and put it in storage until family members are located. If there is no family member then the property and belongings get auctioned off to the public. Once everything gets auctioned off, the money goes to the county.
Services provided by the Agency cont. In-Home Supportive Services (IHSS) Provides domestic and personal services to clients in their own home to sustain independent living. Recipient first start off by calling in to make a referral. If the referral is accepted then a social worker will go out to do an assessment on what the recipients’ needs are within 30 days.  Hours are granted in specific areas that the recipient needs help with.  Once the hours are granted then the recipient play the role of an employer and chooses who he/she wants to hire to do the tasks. Every case is reevaluated once a year. Social worker only see their clients once a year unless there is an issue and they need to come in to see the social worker.  There are eleven IHSS Social Worker at the agency. Each one of them have about 250-300 caseloads.
Services provided by the Agency cont. IHSS Public Authority Registry Services Established to recruit, screen, and provide a referral list of potential providers to IHSS Consumers who want to hire someone to provide them with personal and/domestic care. Potential providers are require to get a life scan before they could be provider to IHSS Consumers. The life scan does a background check and fingerprinting.  IHSS Consumers usually hire their family or friends. But for those who don’t want to hire people they know or have no one they know to hire then they can call Public Authority for a listing of providers.  The IHSS Consumers get to choose who they want to pick from the list and they also get to interview them before hiring the provider.
Mission and Goals Mission: To work in partnership with the community to provide for the protection, care, and support of families and individuals, and to promote personal responsibility and self-sufficiency.   Goals: Sustain independent living Strengthen ties to community services and activities Promote a safe and healthy environment
Services provided by the Agency cont. Multipurpose Senior Services Program (MSSP) Helps seniors to remain at home and to avoid placement in a nursing facility.  Provides free case management services for low-income seniors, working in partnership with relatives, friends, and community agencies. The MSSP worker has a caseloads of about 50 clients per worker. A majority of these clients are IHSS clients. The population that these worker work with are the oldest and most frail individuals who needs medical equipments to help them get around. The worker has to stay in touch with their clients on a monthly basis.
Agency in terms of Social Justice, Social Work Value, and Human Right In terms of social justice the agency provides the elderly population with resources and help that they could use to prevent them from being place into a nursing facility. In terms of social work value, the community that the agency serve are treated with respect, dignity, and integrity.  In terms of human rights, the agency believe strongly in self determination. The clients get to choose what they want help with and what they don’t want. No one can choose anything for them unless they are at risk of harming themselves or others.
