The symposium was organized with the objectives: 
• To foster a spirit of excellence in public 
administration, disseminate, and learn from the 
innovative best practices and extra-ordinary 
achievements in improving public administration 
and governance. 
• To facilitate replication of high impact initiatives.
Why was this Symposium unique? 
• Rich experience sharing of 22 global examples of 
public administration reforms and public service 
delivery. 
• From different and wide ranging sectors such as 
Health, National identification, trade, finance, 
property formalization, poverty alleviation, 
government performance management, personnel 
management and HRM, Management information 
systems, E-governance, and Service delivery through 
technology, partnerships of public-private- 
CSOs/communities of service delivery.
Global examples: what was unique about 
each initiative? 
• Ecuador's budget with gender approach reduced gender 
gap in public investments and development results. 
• Ethiopia empowers women civil servants through 
opportunities in higher education. 
• Brazil's Pernambuco State trains over 97000 rural women 
for better livelihoods and educates them on their rights. 
• Rwanda's one-stop crisis centers ensure timely response 
to victims of gender based violence . 
• Delhi gender resource centers provides public services to 
vulnerable women. 
• 'Uruguay Competes' e-portal brings transparency in civil 
service recruitment.

• Dubai's smart government centralized electronic services makes 
customers happy. 
• Trinidad & Tobago's single electronic platform improves ease of 
doing business. 
• Bahrain’s national health information system improves access to 
quality health care. 
• Malaysia's e-Kasih, provides an integrated information system 
about the poor, which enables transparent delivery of benefits. 
• Tanzania gives property rights to economically empower informal 
settlers. 
• Senegal’s electronic ORBUS system makes export and import 
approvals easier. 
• Gujarat, India leads the way in public grievance redressal at all 
levels of governance.

national targets . 
• Singapore's public sector outcome report is unique since it blocks 
budget system, and creates a rolling innovation fund. 
• Peru enables delivery of public services to 11 mn vulnerable 
children through identity cards. 
• Digital Service Centers in Bangladesh have improved access to 
service for millions of people. 
• Korea’s Integrity Assessment and “Overall Integrity Index” has 
helped in reducing corruption by regularly assessing and disclosing 
their integrity levels . 
• Thailand’s Integrated Capacity Building Model has helped in 
reducing vector borne diseases such as Malaria. 
• Mobile Sewa of India helps in delivery of public information and 
several services to all citizens through mobile applications.

• Engaged strategic leadership is important to kick-start reforms. 
• Mobilize political support and financial resources . 
• Analyze context and use data at all stages of design and implementation 
• Ensure consensus, commitment and cooperation of all stakeholders right 
from the beginning. 
• Change laws, policies to help sustain reforms. 
• Build partnerships between government, private sector, CSOs and CBOs for 
service delivery. 
• Communicate change closely and help stakeholders adapt to change. 
• Integrate technological innovations as appropriate to local contexts. 
• Invest heavily in staff training and sensitization to overcome resistance. 
• Empower key stakeholders in the change process—for example, staff could 
be involved in suggesting system improvements. 
• Benchmark of quality standards for service delivery. 
• Publicize results effectively.
Way forward… 
• Continue this initiative to share global knowledge and 
best practices—documentation and dissemination. 
• Engage with each other through the Global Community 
of Practice on Government Performance Management an 
initiative of UNDP, World Bank, Institute of Public 
Enterprise (Proposal to expand scope ito nclude Public 
Administration, Governance, and Service delivery) 
• Focused learning opportunities—Example: Create 
exposure programmes for in-depth understanding of 
specific best practices with UNDP and GOI support
