Chan Kee Tong proposed a new centralized purchasing system for Tanglin Polymers but received few replies from purchasing managers. There were three main reasons for this: ineffective communication, lack of analytical skills, and poor teamwork. To address this, Chan should 1) create a team-oriented culture with empowered work teams, 2) assign serious team goals and projects, 3) use rich communication channels to explain benefits to managers, and 4) reward managers' efforts. The critical first steps are to discuss the current situation, create an improvement plan, build a work team culture, and discuss the current and new purchasing systems with managers.
