This document outlines an observation rubric for teachers with four levels of performance: beginning, emerging, competent, and successful. The rubric contains two main sections that evaluate a teacher's ability to 1) create an equitable classroom community and implement effective norms and routines, and 2) develop and deliver integrated lessons and units that elicit and assess student understanding. For each level of performance, the rubric provides descriptors of what teachers should demonstrate in their practices in these two areas.
