Evaluation shows the program has significantly reduced costs for students - the average estimated materials cost for an Associate of Arts Oregon Transfer degree dropped 18% from 2017-2019. While the program has been successful, barriers around time and funding remain; recommendations include expanding equity-focused faculty training and targeted OER development in high-enrollment fields.
