This document summarizes a research study on the implementation of strategic management in local governments. The study uses a Delphi method to analyze 12 local governments in Australia, Spain, Sweden and the US with experience implementing strategic management. The study finds that while the local governments state similar objectives for strategic management, the efforts carried out in the implementation process are not always consistent with these objectives. It also finds that the behavior of personnel is a key aspect affecting the implementation process. Preliminary interviews were conducted with experts from Fairfax County, Prince William County in the US, and San Cugat in Spain to inform the design of questionnaires for the Delphi study.
