- 9. as compared to theirs. If they jam us, how good are we at responding, and if we jam them how do they respond. If Russia (and I admit, I do not know their level of dependence on wireless comms and GPS/Glonass) does not have a strong, practiced back up system for all their wireless comms, then it will be a wash. If the Russians have a very strong back up system to their digital/wireless comms, and to their GPS/Glonass, then It is sad to say that they will have the upper hand in the Spectrum. Preaching for the last 4 years from within the U.S. Army about having a strong practiced PACE plan sadly fell on deaf ears. As a result, we have basically one means of comms, and due to the nature of our recent enemies, no need to have a strong practiced PACE plan, we have become dependent to a fault on our wireless system. I blame the congress for giving contracts for systems to certain districts for political gain and then forcing
- 10. the Army to use the systems, no matter how flawed, to the point Artillery units have even quit teaching manual gunnery. There are manuals to teach Polaris Kochab but no one uses it or practices it. We have a very strong history of using EMCOM, but absolutely no practice in the past 14 years. Trying to get the Army to take a step backwards towards the 1980's is not an easy thing to sell.
