1. Renaming the post of A.S.O as
“Mandal Planning & Statistical Officer”
• The SSSP report in para 2.28 & 2.29 had
recommended for the creation of a second post of
ASO at Mandal level to attend to the Planning
programmes & monitor all the development
programmes in addition to attending the Industries and
Service Sector Statistics & Socio Economic Surveys.
• Instead of this, ASOs post may be renamed as
Mandal Planning & Statistical Officer
• Nodal officer for all Planning & Monitoring activities
at Mandal level

constituency. Before completing his/her term he
should work for making it go up by three times.”
 The CPSOs may take up the task of obtaining
Information related to per capita income and other
parameters of their constituency.
 Maharashtra is conducting survey for estimation of
Block level Monthly Per Capita expenditure in all
the blocks of the state with a view to find Block
level Human Development Index.

II. “What should be the level of literacy after five
years? It should be decided by the people’s
representative. If the literacy rate is, say, 65
percent, he should find ways to increase it to 80 to
85 percent.”
 The CPSO could assist the Elected Representative in
this task by identifying Areas within the Constituency
which have low levels of literacy and inadequate
educational infrastructure with the help of MPSOs
concerned & plan for improving the literacy levels and
educational infrastructure.

III. “Similarly representatives of the people
should concentrate on protecting water
resources available in that constituency.”
The CPSO with the help of ASOs/MPSOs
concerned of that Constituency could assist the
Elected Representative to identify the water
resources and other natural resources, and help
devise plans to protect and augment them.

IV. “The important resources in an area should be known
and assessed. In certain places agriculture is the main
occupation; elsewhere commercial crops; again in
some fisheries. So each constituency exhibits a special
character; in five years the capacities and capabilities
should be enhanced.”

concerned of each Constituency can use their knowledge &
data base and help to devise:

• Novel concept of District Development Card.
• This may be brought down up to Constituency
level.
• Each MLA will be able to know the amount
earmarked & department wise budgetary
allocations for one’s Constituency.
• Constituency Planning Board chaired by MLA &

schemes with the help of this card.

3. Entrustment of duties related to CDP
works & other similar Planning schemes
• The C&AG during the year 2010-11 reviewed the
implementation of ‘Assembly Constituency
Development Programme' (CDP)
• As per Para 10.2.3 of the CAG report :
“58 percent of works not even started in sampled
districts”
“Inordinate delays in Completion of works”

 Services of ASOs/MPSOs could be utilized by
empowering them to monitor progress of completion
works on the ground.

CAG report under Para 10.2.3.5: Overlapping works
“We observed that, in 12 constituencies in three districts,
25 works were shown as executed both under ACDP
(2005-08) as well as MPLAD scheme with same/similar
nomenclature.”

“The CPOs stated (March-April 2011) that there was
no mechanism with them to verify the overlapping
works among different schemes”
 “Government confirmed (December 2011) that there
was no mechanism with the district authorities to
verify the overlapping works among different
schemes.”
 Overcoming this challenge is possible if District
Authorities sanction the works based on the Ground
level factual report of ASO/MPSO concerned.
 Information about existence of similar Asset to be
created or work-in-progress under other scheme may be
sent by the ASO/MPSO concerned.

Inspections of Works
• “As per the scheme guidelines, 10 per cent of the
works taken up under the programme are to be
inspected by the nodal agency/district authorities”
• “In the absence of regular inspection of works, the
correctness of works taken up, their
commencement, completion and quality could not
be verified.”
 The nodal agency/district authorities could delegate
the responsibility of inspection of works to
ASOs/MPSOs after modifying the scheme-guidelines.

4. Data Analysis & Evaluation
''Analysis is one of those functions that should be
carried out by the national statistical office as well as
by those outside the Government.
It is important to the intellectual vitality of a statistical
office that members of its staff critique the process
and models used to produce the data as well as
discuss the strengths and weaknesses of the data. ‘’

• Need to understand, analyze & present data to gain
insights & feed into decision making process for the
betterment of people at the Constituency level.

• In-depth evaluation and impact assessment of
development programmes /projects/schemes.
• Adhoc surveys of current interest, Rapid Rural
Appraisals, Adhoc field enquiries on various aspects of
Socio-Economic Development
• Identifying bottlenecks in their implementation and
suggestions for necessary corrective measures.
• Analysis of Data from other Departments
• Checking & Monitoring Plan schemes of local bodies.
• ASOs are enthusiastic to take up such kind of activities

National Statistical Commission:
“The data compiled by all Government
departments at the village and block level in
respect of the identified variables/indicators
should be supplied to the Block Statistical
Assistant periodically, who will maintain the block
level data and also disseminate the same to the
Panchayats/local bodies on one hand and to the
district on the other hand.
A system for ensuring a regular flow of
information from all the Government departments
to the block level statistical personnel should be
established”

6. Redesigning of DES website for Data

• “Data Bank” like DES of Maharashtra and other
states for use by policy makers, researchers,
educational institutions, and members of civil society.

• Data regarding all sectors from all Government
departments and private agencies.
• Quarterly Economic & Statistical News Letter both
online & offline like in other states.
• Information about latest Developments in the field of
economics and statistics, Key Economic Indicators,
results of various Surveys, analysis of schemes and
programmes .

Para 3.6.16 of SSSP Report:
''The scope and coverage of the scheme is increasing year
by year. Number of CC Experiments to be conducted for
crop Insurance Scheme is increasing and at present it is
around 1.50 lakhs and with the introduction of MNAIS in
Rabi Season, it is likely to reach over 2.00 lakh C.C.
Experiments in a year.”
“This work is being done for the National Agricultural
Insurance Company and the workload is increasing
substantially, which has put additional burden and great
stress on field staff of the DES, besides there are no
statistical outputs coming from this work, as such it is
recommended that this work be hived off from the DES
and entrusted to an independent autonomous government
7. HIVING OFF CROP INSURANCE
WORK TO AGRICULTURE DEPT

• Because of the scheme, ASOs time & efforts dedicated to
this activity alone, & regular works are severely hampered
• Lack of support & co-operation from Farmers
• In almost all the states of India, it is the Agriculture
Department which totally implements the scheme of
NAIS/MNAIS including Crop Cutting Experiments.
• Role of Directorate of Economics & Statistics in other
states, if any, is confined only to Planning of Experiments.
• Even in our state Agriculture Dept. has their own Statistical
Cells in all the Districts & sufficient Office & Field staff at
Mandal & Village levels
• Additional posts of AEOs being recruited in our state.

8. REFORMS IN CROP AREA &
YIELD STATISTICS
• Chapter 2 of National Statistical Commission:
“Village officials who play a key role in collecting land
use statistics do not attach much importance to this
work. Higher-level revenue officials too do not pay
adequate attention to this activity at the time of
supervision. All these factors have contributed to the
deterioration in the quality of crop statistics....... Thus
the pillars on which the entire edifice of Agricultural
Statistics rests have been weakened”.
• SSSP report in para 3.6.16:
''Revenue Administration should take full
responsibility for Area Statsitics''
“Explore the idea of using Remote Sensing as an
alternative for area statistics”

• Govt. may consider following Tamil Nadu model where
TN Agricultural University has tied up under the ‘Remote
Sensing Information for Insurance on Crops in
Emerging Economies’(RIICE) project with the Swedish
Developmental Council, International Rice Research
Institute and Sarmap of Switzerland.
• The University uses the images to
 Identify crops & Estimate area of cultivation
 Prepare Seasonability map (track the start, end &
progress of agriculture seasons),
 Phenology map (various stages of crop) & Yield map
• Data deciphered will help the State Government frame
policies & farmers get precise inputs and also quick
disbursement of crop insurance.

9. Rainfall Measurement:
Duty of Deputy Tahsildar
• Para 3.6.16 of SSSP Report recommended that
''recording of rainfall and maintenance of Rain guage
stations be entrusted to Revenue Department.‘’
• “Data collected from the Automatic Weather Stations be
made available to Revenue Department
(Tahsildars/RDOs).”
• As per Chief Commissioner of Land Revenue (CCLR)
Circular Ref. No. TT4/2875/97, Dt.29.8.1997
Maintenance of Revenue Rainguage Station and
Recording Rainfall is the duty of Deputy Tahsildar
instead of ASO.
• ASOs duty is only collection of Rainfall data but not
measurement of actual Rainfall.

• Channelization & utilization of development funds under
various schemes and programmes Vs actual
Plans/Allocations
• Demonstrate Key Result areas, Measures of
performance & give updates on a periodical basis.
• Prepare Constituency Score Card including progress of
publicly funded projects, comparative analysis &

To Reduce Financial Burden
• (2) two existing posts of S.O.s working at CPO Offices
at district level (total 20) & Dy.S.Os working at
Divisional level (total 42) may be abolished & re-
posted CPSO after upgrading them as S.Os.
• Supervising Officer in S.O cadre at Constituency level
in the proposed structure.
• Planning Divisions with Assembly Constituency as a
unit
• Appropriate ICT tools could be designed & developed
that the flow of Data & aggregation is automatically
done at the level of each Administrative and
Constituency levels.

11. Detachment from Revenue Offices &
separate Mandal-level Statistical Offices
• ''A strong position of independence is essential for
a statistical organization”
• ''The acquisition and maintenance of adequate
office space and equipment can contribute not
only to efficiency but also to the well-being and
satisfaction of the staff. ‘’
- UN Handbook of Statistical Organizations
As per G.O.Ms. No. 13, Dt. 10.5.2002 of Planning
Dept., ASOs have been placed completely under the
administrative control & direct supervision of Chief
Planning Officers.

• ASO is surrounded & hounded by Revenue Dept. staff
• Totally dependent upon Revenue Office from Pin to Paper
without any table & chair of one’s own Dept.
• Forced to attend to clerical works of Revenue Dept. like
issue of Family Members/Legal Heir/Birth & Death
Certificates, etc.
• Official duties of ASO are severely hampered.
• If any ASO resists deviation of rules: Non- Cooperation
• Tahsildars even refuse to sign on ASOs reports.
• Many instances of removal of chair of ASO from Office.

Following Recommendations
of the National Statistical Commission
“In view of the renewed importance of the Block
Statistical Organisation in the context of local area
planning, the State Governments should bring it
directly within the fold of the States’ Statistical
System….”
• In states like Rajasthan, Tamil Nadu, Punjab, J&K,
etc., Block level Statistical Offices either already
exist or have started constructing Block Statistical
Offices with the full financial support of Govt. of
India under ISSP.
• Our Govt. may consider revising MoU with GoI to
get funds for construction of Offices like these

• ASO’s post may be detached from Revenue Office &
posted at MPDO’s office.
• Separate Office of Mandal Planning & Statistical
Officer may be constructed within premises of MPDO
Office.
• Can serve as Planning Cell & Data Hub at Mandal-level.
• Land use information & Pahanis already accessible online.
• Even Agriculture Dept. & NSSO function independently
• ASO is Convenor of Mandal Reconciliation Area

12. Para-Statistician/Enumerator
under ASO/MPSO
• Instead of a second post of ASO as recommended in
Para 2.28 & 2.29 of the SSSP Report.
• Enumerator/Field Investigator–cum-Computor/Data
Entry operator to look after all the primary level works.
• ASO/MPSO can concentrate on Planning &
Monitoring works.
• Other Mandal level Officers have one or more support
staff directly working under them.
• ASO has to single-handedly discharge the duties
without any direct subordinates.

One or more support staff in
many smaller & progressive states
• Jammu & Kashmir’s Block Statistical /Planning Cell :
(1) Statistical Officer, (1) Jr. Statistical Assistant &
(1) Jr. Assistant & total strength of these posts is 1877.
• Karnataka: Enumerator-cum-Data Entry Operator to
assist Statistical Inspector at Tehsil level.
• Rajasthan: (1) Statistical Officer, (2) Statistical
Assistants & (2) Computors after implementing SSSP
• Kerala: Statistical Inspectors & Investigators to
support TSO besides Research Assistant under BDO.

USE OF INFORMATION &
COMMUNICATION TECHNOLOGY

13. Provision of ICT Infrastructure
• The National Statistical Commission recommended
provision of Laptops to field staff for mobile applications.
• SSSP report in Table 19 proposed supply of Laser Jet
printers to ASOs.
• Instead, obsolete Dot Matrix Printers costing double the
price were supplied. These may be replaced with Laser
printers under any buy back scheme.
• Need for 2 in 1 Hybrid laptops, Water & dust proof
tablets, 4G data cards, Digital Signature Keys, Digital
Pens that convert handwritten analog information into digital
data
• Provision of bare minimum furniture to ASOs/MPSOs.

14. Amendment of Service Rules
• As per G.O. Ms.No.3 dated 01.03.2012 of Planning
Department, Service rules amended & qualification to the
post of Assistant Statistical Officer made on par with
Statistical Investigator, Grade-IV, Ministry of Statistics and
Programme Implementation, Govt. of India.
• But vide Govt. of India’s Gazette Notification No.263 (G.S.R.
347(E) Dated 31.5.2013, the posts of Statistical
Investigator, Gr-III & IV merged with Statistical
Investigator(Grade-II) & re-designated as follows
Senior Statistical Officer (Statistical Investigator Gr. I)
&
Junior Statistical Officer (Stat. Investigator Gr. II)
(Entry level Post)

15. Upgrading & Re-structuring of Posts
• Para 2.17 of SSSP Report: CPOs facing coordination
problems due lower cadre than other District Officials.
Govt. accepted & upgraded the posts from DD to JD
cadre.
• Similar & more problems faced by ASOs at Mandal level
due to lower cadre than other Mandal level Officers.
• ASO supervises AEO Gr. I & other teachers, employees
during Surveys, Census,etc who are much higher in
cadre.
• ASO is convener of Mandal Area Reconciliation Committee
consisting of Gazetted Officers
• But, even the Divisional Dy.S.O is not a Gazetted
Officer.

Need to Strengthen & Restructure
Statistical cadre in the state
• Following the Central Model with suitable modifications
to remove multiple levels of hierarchy
• Management principle of Unity of Command & Direction
• Asst. Statistical Officer/MPSO may be upgraded to the
level of existing Dy.S.O with Gazetted status.
• Deputy Statistical Officers (Dy.S.O.) may be upgraded &
merged with the level of present Statistical Officer.
• Almost all the existing Dy.S.O.s crossed the scales of
S.O.
• Most of the ASOs crossed the scale attached to Dy.S.O.

16. Upgrading DES & the post of
Director of DES
• Para 2.10 & 2.17 of Part B of the SSSP
recommended that the post of Director be
upgraded to the level of Secretary to Government
& re-designated as Director General/Chief
Statistician, DES and Ex-Officio Secretary to the
Government.
• To ensure proper coordination with the line
Departments
• To elicit appropriate appreciation to the statistical
needs of the State government policy makers
• Proposals in this regard submitted to Government
vide DES Office Lr. No.11161/Co-ordn/2010 Dt:24-
08-2011.

17. Creation of DES cadre posts in
line Depts. & Urban Local Bodies
• As recommended by the SSSP report: Creation of DES
cadre posts in various line Departments like Rajasthan.
• Better reporting of Contribution from all sectors of State
Economy to GSDP.
• Help to meet FRBM Act limits as data from hitherto
unreported & under-reported areas is captured as it will
show a larger size of State Economy.
• Statistical Cell in Department of Municipal Administration
• For collection, compilation & dissemination of grass root
level Urban Statistics.
• ASO posts in Urban Local Bodies as Municipal Planning &
Statistical Officer

18. Training & Capacity building
Programmes
• Refresher training in view of new types of works like
Planning, Data analysis & Evaluation.
• Services of National Statistical Systems Training Academy
(NSSTA) & MCRHRD can be utilized for topics like
• Economic, Social sector & Local area planning statistics
• Planning, Budgeting, & Organizational principles
• Monitoring & Evaluation for different Schemes & Programmes
• Report writing, Data Analysis & Data dissemination
• Use of standard computer packages & data presentation
• Geographical Information systems.

19. Effective implementation of
"The Collection of Statistics Act" 2008
• Comprehensive circular to all departments
• Conducting a workshop to all Secretaries, heads
of the departments to apprise them of the
provisions of the Act & the role of the
departments.
• Conducting a training programme on the
provisions of the Act to all statistical personnel.
• Introducing the system of Statistical Audit.
