This document summarizes a study that analyzed the user experience and accessibility of county web portals. It applied usability heuristics and accessibility standards to evaluate 39 Alabama county portals. The study found that 58% of counties had adopted web portals, but portals only met an average of 10-11 out of 14 usability criteria. Only 10.8% of portals had no coding errors, and 15.8% supported new technologies like mobile. The study recommends portals go beyond standards to improve usability for all users and better support mobile devices.
