Approaches to Learning and Teaching
during Remote Delivery

Transforming lives through learning
Purpose
This session will pull together lessons learned for HMI work with colleges
over the period of remote learning. It will examine the changes, and
strong practices identified. This session will also be supported by
Dumfries and Galloway College who developed a strong CPD
programme reflecting the different skills levels of staff for the use of
technologies during remote learning.

National Overview HM Inspectors of Education, June 2021
• Purpose: an overview of learner and staff experience, to highlight
and share what is working well, identify challenges and actions for
improvement.
• All 27 colleges across Scotland participated and involved professional
dialogue with 495 college staff and 180 learners.
• Five themes with approximately 5 colleges participating per theme.

• Engagement of learners in remote learning
• Monitoring and assessing learner progress remotely
• Assuring the quality of remote learning and teaching

Learning and Teaching - What is working well in the
delivery of remote learning? 1
• Teaching staff using a balance of asynchronous and synchronous delivery to meet the
learning styles of learners.
• Learners value the flexibility to access remote learning materials and to study at their
own pace.
• There is some evidence that using a more learner-centred approach is producing
deeper learning and greater differentiation of learning.
• Teaching staff are increasingly adopting more creative delivery methods, including
flipped classroom approaches.
• Teaching staff have developed a range of approaches to provide feedback for learners
on assessment and progress with learning through online platforms.

• Learners are able to recognise a range of skills that they are developing through
learning remotely, in addition to subject related skills.
• Learning opportunities have been enhanced by the creation of virtual events, virtual
tourist attraction tours and guest speakers from the world of work.
• Most colleges have established new or enhanced roles for development staff who
support teaching staff with the creation of online resources and the use of new
technologies.
• CLPL training opportunities have significantly increased staff confidence in the
revised learning, teaching and assessment strategies essential to online learning.

Learning and Teaching - What are the main challenges in
delivering remote learning? 1
• It is challenging for colleges to replicate in the home environment the technical
equipment and space for movement, such as sport or drama, required for some
subject areas.
• There has been an underestimation of digital capabilities.
• Many teaching staff describe how the engagement of younger learners at FE level
is poor.
• Teaching staff comment that the lack of social interaction has been a challenge for
both themselves and their learners.

• Awarding bodies have been slow to provide clear and timeous guidance on
assessment requirements.
• There remains a considerable amount of digital poverty, with some learners still
having difficulty accessing remote learning.
• The increased responsibility for learners to manage their own learning within
remote delivery poses a challenge, as it requires independent learning skills and
self-discipline.
• The issue of cameras on, or cameras off, during remote delivery will require a
consistent approach across the college sector.

Learning and Teaching - What further support would help
improve remote learning?
• Investment to provide appropriate digital equipment and connectivity for the delivery
of remote learning.
• Support for learners coming directly from school who do not have the time
management or digital skills prior to starting a college programme would help to
raise their skill level and confidence.
• Clear, timeous and unambiguous guidance from Awarding Bodies.
• Sharing of practice should be encouraged and promoted more widely across the
college sector.

Recommendations
Colleges should:
• continue to address digital poverty and enable all learners to engage in remote
learning;
• develop approaches that support all learners to engage in remote learning, with a
particular focus on younger learners on FT FE programmes; and
• ensure that all staff have the skills required to deliver learning and teaching, and
services to support learning, remotely;

Introduction to Dumfries and Galloway College
To support effective use of MS Teams for remote learning, the college
devised a tailored staff CLPL programme. This is offered at three
different levels: beginner, intermediate and advanced, in recognition of
the different levels of ability of staff in the use of technology. This
approach worked well and supported teaching staff to develop their
digital skills and build their confidence in the use of remote learning and
teaching techniques.
