White Paper – Bandwidth Management and Web Filtering
CyberReef Solutions is delivering new services to maintain an acceptable Quality of
Experience (QoE) for users of mobile data communications for Machine-To-Machine
applications.
As illustrated in the figure below, mobile data traffic is increasing at an exponential rate
and the largest driver of this growth is Video. With the growth of Netflix, Hulu, YouTube,
Amazon and other video based subscription services, businesses and governments that
provide mobile devices to their employees and citizens, are looking to control bandwidth
usage and costs.
The Problem
Businesses are under constant pressure to control the cost of employer paid-for cellular
data services. Some employees are using their business mobile devices to access non-
business related video and peer-to-peer (P2P) websites, thus driving increasing need for
additional bandwidth. Employers are forced to increase their shared data plans or risks
paying huge overage charges to carriers.
Government agencies may provide Internet hotspots for citizens that can’t afford
broadband services at their homes. Since the service is free to the user, there have been
cases where users far exceed the maximum data allowances offered by carriers. The
government is stuck with huge overages and no real way of controlling usage and costs.
Agencies also have the added problem of ensuring child protection for mobile devices
loaned to children. The Federal Children’s Internet Protection Act (CIPA) requires that
local and state governments filter websites that are inappropriate for children. The
deployment of compliant systems and web filtering subscriptions can be cost prohibitive
for departments with limited budget and IT resources.
The Solution
CyberReef has developed a network-based solution that can address both business and
government needs for controlling costs and compliance.
CyberReef, in conjunction with the customer, can provide per user or per organization rate
limiting. This puts the customer in total control of the allocation of its limited shared rate
plan across all users.
Given the need for the user to have an acceptable QoE, CyberReef ensures that all users can
continue video streaming, but at Standard Definition (SD). Limiting users to SD, video data
usage can be reduced by nearly half over High Definition (HD) streaming.
In a particular case, we were able to reduce bandwidth usage by 20%, while only impacting
5% of total users.
Government Agencies (primarily schools and libraries) loaning devices to citizens can
comply with CIPA by filtering content in a variety of ways:
1. All loaned device traffic can be terminated at the school or library firewall. All
traffic can be filtered using policies already in-place prior to going out to the
Internet.
2. CyberReef has the ability to black list websites that have been identified as offensive
per CIPA definitions.
