CENTRE FOR DEVELOPMENT ACTION (CDA) INTL INSTITUTE FOR YOUTH STUDIES AND DEVELOPMENT RESEARCH PRESENTS: A YOUTH EMPOWERMENT MEASURE & ANALYSIS FRAMEWORK
WHAT IS YOUTH EMPOWERMENT MEASURE It is developed by CDA through multi-sectoral consultations As a Tool to Strengthen the Youth Lens in Development Programming, Advocacy and Implementation As a Methodology: How to? Stipulate key data and partnership resource requirements (primary and Secondary sources) Analyze and reviews, based on the framework Increase the value and cost benefit of youth participation in policy advocacy and decision-making It can be used for M & E to promote sustainability Determine spending areas and increase youth-led partnerships
WHY SHOULD WE MEASUREAND HOW? To ensure that the challenges of decision makers in financing the move from rhetoric’s to  action as regards youth and development issues is reduced and actors,  proponents of sustainable development and public- private sector based support benefit from new patterns of human development. Young people are central to the sustainable impact of development outcome in the present and future. There is the inter-relationship between participation and the performance and sustainability of public policy and financing.

Population Policy <Desired Outcome> To reduce Population growth by 2% per annum through increased contraceptive use
Sectoral determinants <indicators> Increased resources in social spending; due to reducing stretch on infrastructure, amenities, land etc Less rates in Emergency Obsteric care, maternal mortality and morbidity,  Improved household livelihood standards and education attainment and life expentancy
Social Capital <Dependent Behavior> Delay in sexual initiation; participation in self awareness and appropriate education Participation in decision-making; increases sense of judgement Participation in skills based trainings: reduces exposure to family, economic, and social pressure

How can this be tracked or calculated: Sectoral determinants
Based on the sources of: Human capital development and citizenship agency
Driven by the degree of: Youth participation and empowerment
Increased participation and development outcomes Verifiable Commitment/Responses  Chosen Strategy/Critical Assumptions Support sectors and initiatives Youth Empowerment and Policy Indicators To produce/achieve That require Apply
APPLICATION To increase the REAL coverage and promote the sustainability of development projects In order to TRACK and assess the impact of the participation concept and its contributions to socio-economic growth Actions which are easily related to participation and development - Increased constructive participation of young people in policy process - Increase partnership by young people in community co-financing for development Behavior Change through participation (BCP)  - Young peoples interest in Public Life and believe in possibilities to influencing policy Young peoples trust in human agency and concomitant orientation about national interest Knowledge and skills of Youth leaders  % of Youth leaders with knowledge and skills in mobilization and fundraising level, style and leadership effectiveness including financial performance Training in Leadership and fundraising for community youth organizations % of youth leaders trained in effective leadership and fundraising for community level interventions Develop ‘HOW TO’ guide and provide TA on field application and assessment/appraisal tools  P & D OUTCOMES RESPONSES & COMMITMENT DETERMINANTS INITIATIVES
