- 3. WHAT IS PYAP? The Department of Social Welfare and Development (DSWD), is mandated to care, protect, rehabilitate and empower the socially, economically and physically disadvantage sectors. Hence, the Bureau of Child and Youth Welfare of the DSWD developed a program of services.
- 4. The Integrated Human Resource Development Program for Youth (IHRDPY) under the Administrative Order No. 48, issued in 1974, provides development, remedial and preventive services to the Out- of-School Youth.
- 5. To be relevant and consistent with the current situation of the OSY and other disadvantage youth as well as youth program trends and development, the IHRDPY has been enriched. The PYAP is geared towards the development of the disadvantage youth in terms of his/her spiritual, physical, psychological, cultural and social development.
- 6. MISSION: We encourage strong unity among our constituents to attain common aspiration for productive society through participative concern and involvement to realize our vision.
- 7. VISION: We envision fair and equal justice to all and have peace and harmony among ourselves, God fearing constituents towards common goal through sustainable development and self-reliance.
- 8. GOAL: To rise from the worst effect of both natural and man-made calamity and uplift the equality of life and mobilize peace and order in the City.

Program Components: ECONOMIC PRODUCTIVITY Sulong Dunong Economically disadvantage youth are provided access to formal, technical and vocational skills trainings that will qualify them for employment Self-Employment Assistance of SEA-Kaunlaran Kabataan – available to PYA members who want to engage in individual or group income-generating projects. Pre-employment Services Youth groups interested in open or self-employment are required to attend pre-employment and business management seminar which aims to build marketability and to enhance entrepreneurial capability of business- oriented youth.
