The PYAP program was developed by the Bureau of Child and Youth Welfare of the Department of Social Welfare and Development to provide development, remedial, and preventive services to out-of-school youth. The program aims to develop disadvantaged youth spiritually, physically, psychologically, culturally, and socially. It consists of components like skills training programs, self-employment assistance, and pre-employment seminars to promote economic productivity, as well as personality and lifestyle programs, leadership training, and social responsibility activities.
