You need to create an agreed helicopter view of what's actually going on here. Is everyone focusing on must-haves, is there scope-creep, is there a clear change management approach, are resources clear on the priorities etc...? Change and complexity is part of the puzzle so it's best to define it first, get the borders aligned first.
