About us
After working with Building Science Institute, Ltd. Co., energy rating industry clients have reduced risks, increased productivity, and improved their capabilities to meet shifting market demands. It starts with our Quality Management system. This system leverages our partnership with HouseRater, letting computers do what computers do best, while humans handle the human side. We look holistically at organizations, their policies, processes, and procedures – with the ability to dive deep into specific projects. This reduces the risks for our clients, and their clients, and ensures all parties conform to the specified requirements. What does this look like? An app that works on- and offline, with notifications that require inspectors to capture field data and images before completing the inspection. A portal that allows users to send stock and custom reports to the relevant parties – whether construction superintendents, code officials, contractors, or utility providers. An ERI calculation engine developed and maintained by the Department of Energy’s National Renewable Energy Laboratory (NREL). A certification system built for practical experiences, allowing more time mentoring in the field than playing video games. A training program based on decades of experience in residential construction and energy efficiency – increasing the consistency in candidates across the board. That’s just a taste of what our clients experience….

We'll have a more detailed article next week, but among the terrible provisions in the bill that cleared Congress today are abrupt terminations of tax credits that were working so well to drive economic activity in our space, including the Sec. 45L tax credit for homebuilders and the Sec. 48E ITC for investments in on-site solar and other technologies in buildings. There are a couple of bright spots, including the continuation of the Sec. 48(a) tax credit for geothermal heat pumps through 2034, and an expansion of the Low Income Housing Tax Credit. But overall, this bill guts the federal policy infrastructure aimed at positioning the U.S. for leadership in the global energy transition, which is happening whether we like it or not. Policy is only an accelerator. Markets will continue moving in the right direction, and the U.S. Green Building Council will be there leading and empowering progress. Thanks to all of you who worked so hard to defend these provisions in recent months. Our work had an impact and is something to build on. I don't understand how we got to a place where common-sense economic incentives for the energy technologies of the future became demonized as waste and fraud. But we have a lot of work to do to educate and restore trust and support. I look forward to starting that work next week.

Late last night the modified Senate reconciliation bill was released. In it, the 45L was terminated June 30, 2026. Call your Senators and Representative to voice your thoughts on this and the many other issues in the 900+ page bill.
Looks like the 45 L is gone https://lnkd.in/gPahVwT3

A WORD ABOUT SUNSETTING THE ENERGY STAR PROGRAM The latest proposal to eliminate the ENERGY STAR program has sparked significant concern among builders, manufacturers, and consumers. Since its inception in 1992, ENERGY STAR has been instrumental in promoting energy efficiency. This includes over $500 billion in utility bill savings for American households and 4 billion metric tons of greenhouse gas emissions eliminated from the atmosphere according to EPA. The program's recognizable blue label has guided consumers toward energy-efficient appliances, lighting, and building materials, fostering a market for sustainable products and practices. For builders and developers, ENERGY STAR certification has been a valuable marketing tool, signaling a commitment to energy efficiency and quality construction. Manufacturers have leveraged the program to differentiate their products, while consumers have trusted it for making informed purchasing decisions that reduce energy costs and environmental impact. One of the most critical factors making the program so successful are the people and culture. However, both are at risk of being lost even if the program survives. This is due to significant attrition with staffing cuts and early retirements along with an extremely difficult climate for replacing lost talent due to concerns about federal employment uncertainties. This all suggests some critical questions everyone in the high-performance home community should be asking: What critical lessons-learned helped develop ENERGY STAR into one of the most transformative voluntary programs that are a powerful tool for other programs? What challenges have emerged as the program matured that offer impressive opportunities for improvement? What are the likely changes should stakeholders vested in the program expect, and how can they best adapt moving forward? Please join my first seminar in a new 5-part series on housing uncertainties where I will address all of these questions about the ENERGY STAR Program. From The Builder's Daily on the recent ENERGY STAR news: "Connor Dillon added that the implications stretch well beyond new homes: "This also impacts the residential and commercial programs. Think about how interconnected energy codes in different states and cities are with the program requirements." The network of responses—from offsite construction advocates to corporate executives—shows that ENERGY STAR is not just a policy. It's a signal, a standard, and increasingly, a non-negotiable." We’re thrilled to see the Clean Energy Center's Next Door program introducing career and technical education (CTE) students to hands-on training in the weatherization field 👏 As part of the program, instructors are using BPI’s Building Science Principles (BSP) certificate curriculum to help students build foundational knowledge in home performance - preparing them for real-world opportunities in energy efficiency and weatherization. From lab visits and interactive field trips to job shadowing and co-op pathways, this initiative is creating a powerful pipeline into the clean energy workforce across Pennsylvania. This kind of forward-thinking, hands-on education is exactly what the industry needs to grow a skilled and resilient workforce and we love to see it!
