For years, pay for early educators in Washington D.C. was below the city’s living wage, with early educators experiencing poverty rates nearly three times that of the overall rate for D.C. workers. Low pay led to high workforce turnover rates in the sector, reducing the quality and availability of early childhood education in the District. Our new case study explores how Washington D.C. addressed this issue to build a stronger, higher quality early educator workforce by creating the nation's first Early Childhood Educator Pay Equity Fund. The Early Childhood Educator Pay Equity Fund provides supplemental pay to early educators so their pay matches D.C. public school K-12 teachers with similar experience and credentials. The fund has paid $194 million to early educators at 365 centers across Washington D.C. and helped increase early child care employment by nearly 7% (or 219 teachers).
