I worked in organizations with a strong business strategy to roll forward with hypothesis-driven development. Rather than arrogantly claiming that we have a crystal ball and can see into the future with 100% certainty (which is absolutely necessary for producing the "prioritized feature list," or, as we call it, the Big Upfront Plan), leadership adopts a more realistic approach whereby we move in small, nimble steps, executed very frequently (at the very least, deploying once a day). Each step proposes a hypothesis and results in validated learning. We cannot predict the future, but we can certainly learn how to navigate the treacherous waters of ever-shifting market forces. That's what agile is, in a nutshell. No Big Upfront Plan.
