City College Norwich established a committee in 2008 to develop a strategy in response to education reforms. This included becoming the lead sponsor of City Academy Norwich in 2009. The College proposed creating a federation comprising schools, colleges, and a UTC, with a shared services company to deliver non-teaching activities. After feasibility studies, Transforming Education in Norfolk (TEN) was established as the parent organization in 2012. Norfolk Educational Services (NES) was created as the shared services company, with staff transferring under TUPE. Pension obligations complicated the transfers and required workarounds. The federation and shared services model aims to improve outcomes through collaboration and efficiencies.
