3. National Adaptation Program of Action
1. Identify and communicate urgent and immediate
adaptation priorities of Least Developed Countries
2. A list of priority needs in an easy to understand
document
3. A list of clear methodological steps identified for the
identification of said priorities
4. Projects linked to the LDC Fund

implementation in about
46 countries

NAPA implementation so
far
4. NAPA continued
NEPAL NAPA Profiles
1. Promoting CBA through integrated management of agriculture,
water, forest and biodiversity.
2. Building and enhancing adaptive capacity of vulnerable
communities through improved system and access to service for
agricultural development.
3. CBDRM for facilitating climate adaptation.
4. GLOF monitoring and DRR.
5. Forest and ecosystem management in supporting adaptation
innovations.
6. Adapting to climate challenges in public health.
7. Ecosystem management for climate adaptation.
8. Empowering vulnerable communities through sustainable
management of water resource and clean energy supply.
9. Promoting climate-smart urban settlements
From NAPA to National Adaptation Plan (NAP)
1. Medium and long term adaptation needs for LDCs, as
well as for other developing countries
2. To reduce vulnerability, increase adaptive capacity and
resilience
3. To integrate adaptation into new and existing policies,
programmes, and activities, in particular development
planning processes and strategies, into all relevant
sectors and at different levels.
NAP principals
• Continuous planning process at the national level with
iterative updates and outputs
• Country-owned, country-driven, based on country
needs
• Building on existing adaptation efforts
• Enhancing coherence of adaptation and development
planning
• Supported by comprehensive monitoring and review
• Guided by best available science
• Taking into consideration traditional and indigenous
knowledge
• Gender-sensitive

1. The NAP process envisions a lot of work happening in
parallel within a country.
2. Discrete pieces of work will be grouped together to
develop country specific ‘work-streams’
3. Each work-stream could be lead by a ministry or a
technical body
4. Examples of work-streams could include:
1. Institutional arrangements
2. Assessment of economic costs
3. Assessment of risks and vulnerabilities
4. M&E

UN agencies have a Global Support Program for LDCs
http://www.undp-alm.org/projects/naps-ldcs
Global support program for other developing countries in
the works
A number of LDCs have begun their NAP process already–
Tanzania, Burkina Faso, Malawi, Cambodia, etc.
Role of civil society

Strength Weakness
Civil
society
Make use of their expertise, including in
addressing gender issues related to climate
change adaptation
Capacities may be weak especially with
respect to engagement in national development
planning
Help reflect local realities and bring voices
from the community level
Often not involved in all stages of national
development planning
Foster their role in information collection,
information- sharing and awareness-raising
(from policymakers to local communities)
Encourage them in their watchdog role (i.e.
in promoting transparency and
accountability)
Turn them into champions
for climate change adaptation integration
