It entered into force after ratificationor accession
by 10 States, on 1 July 1975.
Sincethen,the numberof countriesthathave
ratified, approved or accepted theConventionhas
continuedto increase and today we can find 183
parties!
Because of thisCITESis widely regarded as one of
themost important internationalconservation
instruments.

The conference commissioned a review of the Convention effectiveness.
The purpose of the review was to verify the extent of the progress made
and find the requirements to help the plan for the future.
The conference has approved the creation of an action
plan to implement some recommendations of the
review.
This meeting established a procedure to develop a new strategic
vision to contribute to the achievement of the World Summit On
Sustainable Development target; the scope of the strategic vision is
to reduce the rate of biodiversity loss.
The conference has extended the action plan to 2020 and
included amendaments to contribute to the achievement of
the plan for biodiversity 2011-2020.
Withthisnew StrategicVision, theConferenceofthepartiestoCITESoutlinesthestructureofthe
Convention’sdirectionin the new millennium andtriestoimproveissues suchas:
•Contributing to the Agenda 2030 Sustainable Development Goals andtheir
targets relevant to CITES;
•Contributing to the Strategic Plan for Biodiversity 2011-2020 and the
implementation of the Aichi Biodiversity Targets adopted by the Parties to the
Convention on Biological Diversity;
•Contributing to the conservation of wildlife asan integral part of the global
ecosystem;
•Promoting active participation of civil society in the development of
conservation policies and practices.

Toimprovetheworkingofthe Convention,sothatinternational
tradein wildfaunaandflora isconductedatsustainablelevels.
Toensurenew internationalinitiatives andthatCITESpolicy
developmentsaremutuallysupportiveofinternational
environmentalpriorities.
STRUCTURE
To achievethese purposes, the Convention has chosen three boardgoals:
GOAL 1
GOAL 2
GOAL 3
Contribute to significally reducing the rate of biodiversity loss
and to achieving relevant globally-agreed goals.
Ensure compliance with and implementation and enforcement
of the Convention.
Secure the necessary financial resources for the operation
and implementation of the Convention.
