1. Work package 1 aims to provide business and organizational recommendations for Europeana, including extending partner networks, resolving legal issues, and ensuring user participation. 2. The work package is divided into two working groups - one focused on partner network development and user participation, and the other on solving legal issues. 3. Key challenges include building support from content providers and governments, managing user-generated content, and developing a pragmatic Europeana content license that addresses intellectual property issues.

The challenge for WG 1.3 Some concepts associated to UGC User Generated Content : various kinds of media content, publicly available, that are produced by end-users (also called “Conversational Media”) UGC concerns : question-answer databases, digital video, blogging, podcasting, mobile phone photography, wikis… It is based on : open source, free software, flexible licensing ! In order to reduce barriers to collaboration UGC sites are partially or totally monitored by website administrators to avoid offensive content or language UGC conditions : to be published, to be the result of a creative result, to be created outside of professional routines and practices!
