This document outlines a vision for system-wide change in education leadership. It discusses characteristics of distributed leadership, including a shared vision, collective responsibility, visionary leadership teams, and instructional leaders who support the vision. It proposes that if all school community members support an inspirational vision through individual and collective investment in professional capital, it will result in collaboration and whole system change. It also suggests that replacing a regulatory administration style with learning partnerships between central office and school leaders can support student achievement, and examining current service models could allow for efficient reallocation of resources.
