What Is Capacity Building?

It is often said that you can not give what you don’t
have but it is actually that you can not give what you
don’t have the capacity to have. Capacity building is
the most important aspect of growth for an
organization, an institution and even a nation because
the higher your capacity the more productive you will
be.

Capacity building can be defined as the planned
development of (or increase in) knowledge, output
rate, management, skills, and other capabilities of an
organization or an individual through acquisition,
incentives, technology, and/or training. Capacity
building has proven itself to be the bedrock of success
in an organization or the life of an individual and this
is why it is highly encouraged. For capacity building
to be made possible there are certain-

Before capacity can be built and
manpower developed, there must first
and foremost be an interest because
where there is no interest, there can
be no will.

Interest can be defined as a great attention and concern
from someone or something that is intellectual curiosity.
When people develop an interest in something, it is no
longer difficult to create a drive in them to build capacity.
Interest is not difficult to develop any longer because there
is an innate desire in Man to always want to become better
than he is currently. But it is now about finding the right
way to stir up this already existing desire to develop
interest. There are many ways of developing interest and
this are as follows;

• Interaction With Professionals.
• Motivational Speaking.
• Rhetorical Questions.
• Provision Of Resources.
To bring together all the above to stir interest, the
easiest solution to these is ICT. Information
communication technology can be used to bring
together all the above methods of stirring interest. You
no longer need to spend so much money to bring

a professional down to interact with those whom you want to
build capacity because the world is now a global village
through the advent of some information communication
technologies like;
• Social Networks.
• E-learning portals.
• Video conferencing solutions.
• Telepresence solutions.
• Webinars.
Etc.
We are all getting connected one way or the other and so
interaction is now made more possible at minimal cost and

Likewise it is for all the other means of stirring interest
that we have mentioned above especially provision of
resources because everyone feels embarrassed to not be
able to make use of resources made available to him or
her and when it is required of them to know how to use
these resources, they have no choice than to try to build
capacity and ICT makes these possible through the use of;

• Wikis.
• Forums.
and much more.
Enthusiasm
Now after interest has been stirred,
because interest is never created but it
only lies dormant and therefore needs to
be stirred it does not stop there you need
enthusiasm because interest without
enthusiasm is like a destination without a
route and as such it can never be reached.
Therefore there is need for enthusiasm.

Enthusiasm can be defined as an intensity of feeling,
excited interest or eagerness. The more enthusiastic
a person is about a thing, the more likely the person
is to succeed in that thing. Enthusiasm can be
developed in different ways and they are as follows;
• Incentives.
• Provision Of Reading Materials.
• Exhortation.
• Challenges.

To bring together all the above to help develop
enthusiasm, ICT has been able to help to cover all
these grounds. Incentives, ICT incentives have proven
to actually create enthusiasm especially in our youths
whom are the future of tomorrow, when you make
capacity building a yardstick for offering certain
incentives especially ICT based incentives, you create
enthusiasm. Some ICT based incentives that could
develop enthusiasm;

• Cloud computing.
• Smartphones.
• Enterprise level software.
• Software and hardware.
Etc.
Provision of reading materials is also another way of
developing enthusiasm and ICT has made this possible
also. Research has shown that all over the world that

Individuals who use the internet, use it to search out
information and this makes us understand that the
days of people going to the library to search out
information which is all capacity building entails are
numbered as the world is slowly becoming a global
village. ICT makes access to reading materials
available through different solutions like;
• E-libraries.
• Search engines.
• Book sales sites.

• Blogs.
• Repositories.
There by aiding and growing capacity building. To stir
interest you need motivation but to develop
enthusiasm people need exhortation that is
encouragement. Exhortation can take different forms
some in form of quotes, encouragement books, life
stories and all of these help in developing
enthusiasm.

enthusiasm especially when you lack adequate
information and these informations are made available to
you at your finger tips through ICT by various solutions
some of which are as follows;
• Mentor social networks.
• Video search engines.
• Image search engines.
• Blogs.
And many more.
Cont.Challenges also are also a means of building capacity.
Everybody wants to be able to solve their problems
by themselves without having to ask anybody for
help and even though it isn’t possible to solve all
your problems by yourself, you can build your
capacity to the point where you can solve most of
your problems by yourself.

because basically every challenge you face whether
at work or in your personal life, someone else has
faced that challenge and overcame it and because of
ICT all the tools a person needs to share anything
with the world is at your finger tips and the person
has shared this solutions with other people through
ICT and some of the tools ICT provides to help people
build capacity through challenges are as follows;

• Webinars.
Trainings
This is like the bedrock of capacity building because
capacity building is all about skills acquisition and
skills can only be acquired through trainings whether
• Formal Trainings.
• Informal Trainings.
Training can be defined as the activity of imparting
and acquiring skills. After the enthusiasm has been
developed, it will become useless without acquiring
knowledge and that acquisition of knowledge is

Known as training and training is a continuous
process that never ends, it keeps on going on and on.

building of capacity easier than it formally was and

• Notepads.
• Computers.
• Office 365.
• E-book publishing software.
• Content Packaging software.

Delivery
Delivery has been made more easier and possible
through the advent of ICT, gone are the days when
you must compulsorily have to see a trainer face to
face before you can tap from his well of knowledge as
now through various ICT solutions that exist the
barrier of distance and compulsory face to face
contact has been broken. And some of these
solutions are as follows;

• Video Conferencing.
• Telepresence.
• E- learning portals.

• Social Networks.

Resources
The last but not the list of the requirements for
capacity building is provision of resources. It has
become a fact that most of the time whatever skill
you acquire and leave, leaves you but I will like to say
that this is wrong but rather whatever you leave and
you lack resources to re-cap with, leaves you and this
is where resources come into play. After you have
been trained, it is very important that there are
resources to go back to as time goes on for basically
two reasons;

• To impact the same knowledge on someone else.
Resources are made up of basically 3 activities which
are as follows;
• Creation.
• Storage.
• Sharing.
ICT has been able to make all the above activities
more easier and seamless to carry out with a whole
lot of solutions.

• Book publishing software.
Etc.

• Flash drives.
• External hard disks.
• Cloud storage.
• Memory cards.
Etc.
Sharing.
• Office365.
• Social networks.
• File sharing sites.
• Resource sharing sites.

ICT Tools For Capacity Building
And its contribution to Manpower
Development.
 Search Engines: This are websites and softwares used
for finding information on the internet and since the
.com boom in the 1960s many of them have come into
the internet e.g www.google.com
 Blogs: This are websites run by an individuals or
organizations to enable them share their articles on
the world wide web and they are the third most
popular kind of websites on the internet and there
have been millions of blogs on the internet coming up
everyday since the advent of the .com boom in the
1960s. You can own a blog!!!!

 Wikis: This is a kind of website with contributors all
over the world and it also allows you to edit content
posted on it. It can simply be defined as the
encyclopaedias of the internet. E.g
www.wikipedia.com and you can own a wiki!!!!.
 Social Networks: This is a kind of website or software
that allows you to connect and communicate with
other individuals all over the world to share files,
pictures, videos also exchange information by either
texts,video or audio. E.g www.facebook.com and you
can own a social network.
Cont. Video Conferencing: This is a combination of both
software and hardware to enable you to communicate
with another individual or Organization through video
and audio such that they can see and hear you and you
can also see and hear them. E.g www.skype.com
 Live Streaming: This is a software that enables you to
be part of an event maybe a seminar or workshop
while it is going on in real time through the internet
but you can not communicate in real time with the
presenter but you can just watch it.

• E-learning Portals: This is a replication of your
traditional classroom on the internet to enable
people whom are not present in the traditional
class to be part of your class at the same time.
• E-library: This is an electronic storage of books
using ICT solutions targeted for this purpose.

 Webinars: This is an interactive seminar conducted
via the world wide web usually a live presentation,
lecture or workshop that happens in realtime as
users participate through chatting, video chatting,
file sharing or asking questions with a microphone.
 Forums: This is an internet message board where
users can post messages regarding one or more
topics of discussion and other members can also
share their thoughts and give replies through
comments.

 Resource Sites: This are websites that provide you
with access to resources like PowerPoint
presentations, pdf files Etc. for capacity building on
many things E.g www.slideshare.net
 Book sales sites: This are websites that enable you
to purchase books both in digital and print formats
to help you build capacity E.g www.amazon.com
Cont. Cloud storage: This are websites or software that
enable you to save your files on a server elsewhere
so you don’t loose them in the advent of loosing a
device so you can easily retrieve it elsewhere. E.g
www.dropbox.com
 Repository: This are websites or softwares that
enable you to store your files, data and
information for easy sharing and collaboration
among many people.

It has become a fact that most of the time whatever skill you acquire and leave, leaves you but I will like to say that this is wrong but rather whatever you leave and you lack resources to re-cap with, leaves you and this is where resources come into play. After you have been trained, it is very important that there are resources to go back to as time goes on for basically two reasons;

ICT Tools For Capacity Building And its contribution to Manpower Development.  Search Engines: This are websites and softwares used for finding information on the internet and since the .com boom in the 1960s many of them have come into the internet e.g www.google.com  Blogs: This are websites run by an individuals or organizations to enable them share their articles on the world wide web and they are the third most popular kind of websites on the internet and there have been millions of blogs on the internet coming up everyday since the advent of the .com boom in the 1960s. You can own a blog!!!!
  • 34. Cont.  Wikis: This is a kind of website with contributors all over the world and it also allows you to edit content posted on it. It can simply be defined as the encyclopaedias of the internet. E.g www.wikipedia.com and you can own a wiki!!!!.  Social Networks: This is a kind of website or software that allows you to connect and communicate with other individuals all over the world to share files, pictures, videos also exchange information by either texts,video or audio. E.g www.facebook.com and you can own a social network.

Cont. Video Conferencing: This is a combination of both software and hardware to enable you to communicate with another individual or Organization through video and audio such that they can see and hear you and you can also see and hear them. E.g www.skype.com  Live Streaming: This is a software that enables you to be part of an event maybe a seminar or workshop while it is going on in real time through the internet but you can not communicate in real time with the presenter but you can just watch it.

Cont.  Webinars: This is an interactive seminar conducted via the world wide web usually a live presentation, lecture or workshop that happens in realtime as users participate through chatting, video chatting, file sharing or asking questions with a microphone.  Forums: This is an internet message board where users can post messages regarding one or more topics of discussion and other members can also share their thoughts and give replies through comments.

Cont. Cloud storage: This are websites or software that enable you to save your files on a server elsewhere so you don’t loose them in the advent of loosing a device so you can easily retrieve it elsewhere. E.g www.dropbox.com  Repository: This are websites or softwares that enable you to store your files, data and information for easy sharing and collaboration among many people.
