SURFACE WATER AND FLOOD MANAGEMENT
DIVISION.
I am the Gully Manager of the Road Drainage Maintenance
Unit (RDMU) which is part of the Surface Water and Flood
Management Division and has the responsibility for
carrying out the following duties:
 Cleaning of 55,500 gullies within DCC’s functional area.
 Cleaning of gully pipelines using high pressure jetting units.
 Carrying out CCTV camera surveys of main sewers and all
gully pipelines pressure cleaned.
 Monitoring Flood Zones / Priority List / Extra Attention Lists.
 Responding to flood emergencies.
PROBLEM STATEMENT
 Low cost innovative solutions that can monitor
and predict blocked / overflowing gullies in high
risk flooding areas of Dublin (when a gully fills
with water and overflows).
 What does this mean?????
 Blocked Gullies – when they no longer function removing
the water from the road surface.
 Overflowing Gullies – when the water is rising from within
the gully due to capacity issues within the drainage
network.
WHAT PROBLEMS DO WE FACE?
 Pluvial Flooding - Pluvial flooding can be
defined as flooding that results from
rainfall-generated overland flow, before the
runoff enters any watercourse or sewer.
 Fluvial Flooding - Fluvial, or riverine
flooding, occurs when excessive rainfall
over an extended period of time causes a
river to exceed its capacity.
WHAT PROBLEMS DO YOU FACE?
 Different types of gullies – two fundamental types :
1. Sealed gullies on combined system.
2. Pit gullies on surface lines or draining to nearest
rivers.
TWO TYPES OF GULLIES…….
Water Level

water sewer.
There are 26 listed types of gully grids / access points for draining
surface water. How / where will the monitor be mounted?
 Ability to clean the gully after mounting of the monitor.
 Ability for monitor to operate under water or within
debris.

LOCATIONS FOR MONITORS
 Roll out in known hotspots in city based on Local
Knowledge and using Priority List gullies.
 Monitors wont be needed in all 55,500 gullies but would
hope for 10-50 monitors in specific vulnerable locations.
 Gullies they are mounted in will be maintained very
regularly.
 Time needed to wait for a flood event to occur to test
system....
