Why Do Programs Fail?
• Programs fail for a variety of reasons, including:
• Projects are not clearly defined at the executive level
• Project implementation plans are not developed within the team
environment
• Insufficient time allotted to planning and systems engineering
• Lack of well-defined processes
• The result of program failure can lead to:
• Huge cost overruns
• Long schedule delays
• Program cancellations
• Loss of life and reputation

How Can Systems Engineering Better Support
Program Management?
• SEs can best support the PM by recognizing their role in program
success
• First job is to develop the requirements needed for the design engineering
• Second job is to support the design engineers in design optimization
• Third job is to support (or conduct) V&V
• But the entire time you also need to support the program manager with
information on the design progress and support the budgetary and
schedule limitations

How Can Program Management and
Systems Engineering become “Agile?”
• A fair amount of work has been done in this area
• What we have found is that our “Middle-Out” process works very
well to shorten the time required to develop the requirements
for the system
• This process depends upon using a robust, data-driven approach
to capturing and analyzing the program and system data

requirements for each Epic
• Use SE processes to develop CONOPS,
conduct monitoring, and V&V the
integrated software products
• Support the software development by
planning and conducting operational
testing and transition to operations
• Suggest using tailored Model-Based
Reviews to conduct SETR events to
minimize cost and schedule impacts
