This document presents a dissertation on a self-organizing network algorithm aimed at optimizing LTE-Advanced heterogeneous networks through Hybrid Fractional Frequency Reuse (HFFR) schemes. It discusses the challenges faced by mobile operators in managing complex networks and proposes a self-organizing concept to enhance service continuity and reduce operational costs. The thesis outlines specific objectives and methodologies, promoting resource optimization, mobility management, and interference mitigation within the network architecture.
