- 2. Water Disputes in Central Asia Water in Central Asia and Caucasus is an object of competing interests and thus a potential source of conflict. The term ‘conflict’ has strong negative connotations in the region. ‘ Water disputes’ is more acceptable. One example: Key parties Upstream Kyrgyzstan + Tajikistan (eventually also Afghanistan) Down-/Mid-stream Uzbekistan + Turkmenistan Downstream Kazakhstan Key interests (examples) Increase hydropower production (winter flow regime) Payment for water storage, or cost sharing for O&M Revision of existing water allocation (irrigation expansion) Maintain status quo in water allocation Secure water for irrigation (summer flow regime) Social aspects of water use Secure high quality water for drinking water supply and sanitation and irrigation Environmental stability and biodiversity
- 3. Why GWP can help ? GWP could not be considered as third party from outside Central Asia and Southern Caucasus GWP CACENA is a network of local institutions who are involved into water disputes in different scale, and who know properly what and how is needed for region
- 4. How GWP CACENA can help During 2009 the GWP CACENA network will develop an agreement on subsequent strategic actions for strengthening of country water partnerships in the region in order to reinforce the results in hand (from the past five years) in promoting the concept of IWRM towards sustainable development of all eight countries and to sustain their cooperation capacities for implementation of proper dispute resolution mechanisms (keeping in mind specifics of the two sub-regions – Central Asia and Southern Caucasus)

The strategic partners and activities Strategic partners: National Governments/Water Authorities; Executive Committee of IFAS; the most active NGOs GWP CACENA will support national policy dialogues in all eight countries to help to articulate the linkages among water-using authorities and interests such as agriculture, land-use planning, energy, industry, environment and health in order to ensure water is contributing to national development objectives (to overcome large and small disputes). In parallel track to support transboundary policy dialogues to help countries establish sustainable cooperation at the regional (sub-regional) level (to overcome large disputes).

Next steps During 2010-2011 the GWP CACENA network will focus on promotion of its neutral platform (in cooperation with other active boundary actors (local and external) – e.g. Governments, EC of IFAS, ADB, UNECE, Finland, APWF, SDC, EU, et al.) for above mentioned dialogues – with the principal goal: to help countries to achieve sustainable cooperation processes (to overcome all types of disputes).

Next steps (2) Further – during 2012-2013 – the GWP CACENA network based on the established sustainable cooperation platform will be focusing on a more substantive program of activities – to help countries with implementation of their agreed measures, which will appear at the stage as outcomes of the above-mentioned dialogues .

Example of the real practical activities: Under Strategic Goal #2 : Address critical development challenges: GWP CACENA will support development and publication/dissemination of a number of tools (as element of IWRM ToolBox) using following mechanisms for water disputes resolution: Ensure information flow Secure fair treatment of disputes Create sustainable negotiation processes

POSSIBLE INCENTIVES for FURTHER COOPERATION in the region to OVERCOME WATER DISPUTES Joint education and research programmes (National education authorities and OSCE, Finland…) Implementation of IWRM at the basin level (EC IFAS/ICWC, ADB, EU, UN, Finland…) Strengthening of the regional institutions (UNECE, Germany, EC IFAS, RECs, ICWC, etc.) Capacity Development, incl. new generation of water leaders (Finland, UNESCO-IHE, Training Centre of ICWC, IWLRI - Dundee) Joint water resources monitoring and Regional Information System (Hydromet Services, CAREWIB, SDC, APWF Knowledge Hubs, etc.) Water conservation in all water uses (ICID, FAO, IWMI, ICWC…) Inter-regional cooperation with other GWP regions, e.g. China, CEE, SEA

- #2: This session explores whether water experts can contribute to solving water conflicts. My answer is yes: an experienced conflict facilitator must work in close cooperation with experts that provide technical and scientific evidence. Only by combining a trust-building process with commonly agreed standards and joint data can disputing parties establish sustainable agreements. In the following I will share the findings from our work with the European Commission in Central Asia last year.
