Introduction
• The project entails construction of above ground pipeline of 20 inches diameter, 12.5 km long for
Propane from BPCL Jetty, JNPT to BPCL Uran Terminal to be laid in existing BPCL Cryogenic 2 X 12” Dia
lines corridor with suitable insulation & safety systems and all associated civil and structural works
including crossings.
• The project attracts Coastal Regulation Zone (CRZ) clearance as per the CRZ Notification 2011 and falls
under the CRZ-IA, CRZ-IB, CRZ-II and CRZ-IVA category as per approved CZMP of Maharashtra.
• The environmental baseline data was collected in the post-monsoon season in month from November
2021 to February 2022 at pre-decided locations along the pipeline route in 500m of either side of area
with the pipeline route as the center line.
• The proposed pipeline project was recommended to MoEFCC by MCZMA vide File No. CRZ 2021/CR
181/TC 4 dated 1st June, 2022.
Project Benefits
The proposed augmentation will help in achieving LPG imports to the tune of 3 MMTPA. This augmentation will
benefits us in the following ways:
• Handling larger quantity of imports at JNPT
• Import and storage of Propane and Butane separately which would give BPCL commercial advantages by way
of marketing propane and Butane along with LPG.
• Catering the increased demand of LPG consumers enrolled under Pradhan Mantri Ujjwala Yojan (PMUY) Phase
I as well as Phase II.
• Pipelines are the preferred alternative of fuel transport due to safety, economy and relative environmental
friendliness.
• The pipeline transportation is cost effective as it outweighs the expenses of any other mode of transportation in
the long run.

PP to ensure that the mangrove should not be cleared/
cut or in any way harmed during the construction and
operation phase of the project for the laying of the
pipeline. PP to obtain prior High Court permission, as per
Hon’ble High Court order dated 17th September, 2018 in
PIL 87/2006, Since proposed pipeline is passing through
50m mangrove buffer zone at certain stitches.
We confirm that the mangrove will not be cleared/ cut or in any way
harmed during the construction and operation phase of the project for
the laying of the pipeline.
We also confirm to obtain prior High Court permission as per with
Hon'ble High Court order dated 17th September' 2018 since proposed
pipeline is passing through 50m mangrove buffer zone at certain
stitches.

7.37712 KM length which is not falling under CRZ-1A to progress with the work . We confirm that work in
CRZ-1A area ( 2.01550k.m.) shall be taken up only after obtaining NOC from Mangrove Cell & Hon’ble High
Court approval. Your kind consideration will facilitate completion of the project within time schedule . We
also confirm that we will not be cutting / harming any mangroves while execution of this project.

MCZMA meeting details • CRZ Application was submitted to MCZMA on 29.10.2021 • Proposed project was considered in MCZMA’s 158th meeting held on 12th April, 2022. • The proposed pipeline project was recommended to MoEFCC by MCZMA vide File No. CRZ 2021/CR 181/TC 4 dated 1st June, 2022. • Online application was submitted on Parivesh Portal on 21st June 2022 (Proposal no. IA/MH/CRZ/279245/2022)
