- 7. Financial Progress • Total 100.02% financial progress – 99.7% for ADB Grant – 100.5% for IFAD Grant – 99.5% for GoL • IFAD Grant progress is higher because of exchange rate benefit US$ 427,000 from SDR to US$

Project achievements against DMF • Outcome achieved – Appraisal unit for the appraisal for land concession review has been setup – GIS website http://gis.snrmpep.gov.la/ has been created and being used to review the land concession. – Policy analysis has been done – Government has adopted PPCP concept of SNRMPEP by official decree No. 1791 dated 31 July 2015. – JWD has been started for the ANR – IERR analyzed for 71 sub projects – IEE and EMPs produced for the three B category sub projects..
- 9. Project achievements against DMF • Output-1 achieved i. Project staff trained for the financial and technical and safeguard analysis. ii. Land Use Maps prepared for 42 districts iii. Producer groups have been trained and 80% groups considered to self sufficient iv. SNRMPEP actively participating in upland sector development group to discuss the common agricultural development framework
- 10. Project achievements against DMF • Output-2 achieved i. 5 Policy papers produced ii. All 71 subprojects are with more than 12% EIRR iii. 531 Production groups are Financially and Institutionally sustainable iv. 67 sub projects out of 71 are considered satisfactory per v. Land use planning completed in 254 villages of 40 sub projects • Output-3 achieved i. 1 NPCO, 5 PPOs have been established and operational ii. 71 Subprojects are identified, prioritized, and approved iii. Till now US$20.4 million disbursed.

- 13. • Staffing: – Frequent quitting of technical staff – Knowledge gap between ethnic people and staff • Decentralized implementation – Project has applied government 3 Sang Policy but district level line agencies still lack of capacity to implement the project – The ownership of farmer is very low with some sub-project activity • Presence of UXO – UXO limits the expansion of agricultural land especially for the small holder farmers • Policy issue – Taxes on agricultural inputs – Lack on incentives to promote private sector in agribusiness value chain – Lack of agricultural marking systems – Lack of silos, cold storage for the storage of agricultural products Problems
- 14. • Other problems: – Insufficient paddy land for farmers (Land is undulated and not suitable for paddy rice until it is leveled); – Poor soil fertility management; – Shifting cultivation; – Lack of equipment and machinery and agro-inputs; – Lack of availability of improved seeds of crops; – Very less area under irrigation; – Poor Technical knowledge and know-how of farmers; – Extreme poverty in rural farming community resulting less adoption of knowledge to improve livelihood; Problems

- 16. • Staffing: – More incentives to staff like good salary and increase government quota to absorb contracted staff as government staff, – Recruit more staff from ethnic people, Special training courses for staff before launch of project. • Decentralized implementation – More capacity building to district and provincial level implementation agencies for project implementation, financial management and procurement • Presence of UXO – Increase funding for the UXO clearance, improve coordination with UXO Lao and other development partners • Policy issue – Policy dialogue to reduce taxes on agricultural inputs for farmers – Government policy to support private sector in agribusiness value chain – Establish grain market, livestock markets and promote PPCP – Government and project investment for agriculture infrastructure like silos, cold storage for the storage of agricultural products Problems
- 17. • Other problems: – Promote paddy land development, land leveling and increase size of rice field. – Promote soil fertility management approach like crop rotation (Rice-Legume etc.); in- situ green manuaring, use of compost – Promote permanent plantation crops in upland areas like Bong, Black pepper, Coffee, green cardamom etc.; – Promote farm mechanization and labour saving equipment; – Promote private sector up to district level to invest in agro-input business sector; – Promote micro irrigation, use of ground water along with recharge system model; – On the job training for farmers; Problems
