This document presents a methodology for determining and enhancing the horizontal accuracy of geospatial features using the buffer-overlay method developed by Goodchild and Hunter (1997). The South Florida Water Management District employs this method to assess the accuracy of water-related permits in a GIS system, comparing them to higher accuracy parcel data based on established national accuracy standards. Additionally, the article outlines a multi-phase correction process that involves calculating root mean square error (RMSE) and applying buffer techniques to improve permit data accuracy.
