Underground (LU)
Scope: NuAspect
were commissioned
to undertake a
review of signalling
installation and
testing activities to
identify key issues
and risks, as a result
of organisational
changes within LU.
This review
recommended a
number of Interim
Control Measures to
address the identified immediate risks
and LU commissioned NuAspect to
implement selected measures within
an eight week period.
When: Completed August 2011.
Approach: NuAspect developed an
integrated programme of
workstreams aimed at implementing
the identified Interim Control
Measures. This programme of work
identified the key deliverables,
implementation activities,
stakeholder review and acceptance
process and all key
interdependecies. Our approach to
the implementation was to engage
with the key stakeholders throughout
the commission to test and develop
pragmatic solutions that fitted within
their business operation – this ensured
that improvements were owned and
evolutionary rather than
revolutionary.
Result: The Interim Control Measures
were developed and the identified
deliverables were produced within
the programme timescales. An
overarching process model was
developed to provide the reference
for how all signalling installation and
testing activities should be
undertaken, with close cooperation
with all relevant stakeholders. A key
element of the deliverables was the
re-establishment of a quality
management system (QMS),
including the governance process,
QMS documentation structure and
ownership, improved on-line access
to existing QMS documentation, a
benchmarking review identifying
further development and an initial
surveillance and audit plan to
provide the foundation for ongoing
evolvement and development of
signalling installation and testing
operations.
