This document summarizes different approaches that donors take to integrating human rights in development policy. It identifies five main approaches: 1) rhetorical endorsement of human rights, 2) human rights dialogue and conditionality, 3) human rights and democracy programs, 4) human rights mainstreaming, and 5) human rights-based approaches. A human rights-based approach is considered the most comprehensive strategy, focusing on vulnerable groups, non-discrimination, and addressing structural causes of rights issues. However, the document notes that fully implementing human rights-based approaches in practice remains challenging for donors due to issues like lack of political will and internal capacity.
