64 th  Avenue / Mufford Crescent Project Status December 15, 2008
Purpose of Presentation To provide Council with a general background of the Project and update of the status, focusing on forthcoming public information.
 
Today’s Situation Lives are at risk every time a train travels through the Langley municipalities Long delays at rail crossings result in increased costs and environmental impacts For every minute a train blocks a crossing there is a five minute multiplier effect on traffic resulting in gridlock during peak hours
 
Langley Situation CTA Warrants ALREADY exceeded for Grade Separation
32% More Trains yet ZERO avoidance or mitigation in the Langleys
VPA Plans for Deltaport Initially – Deltaport 3 adds a third berth which they project will increase train traffic 30+%  by 2012 Within 15 years Terminal 2 will add three more berths – six total from 2 today Bring together senior governments  and railway companies to ensure effective efficient goods movement
Goal and Objectives Improve public safety in the Roberts Bank Rail (RBR) Corridor  Initiate construction of a new overpass (E-W) of the RBR line near the intersection of Highway 10 & 64 th /Mufford Create and begin implementation of a long term solution to reduce rail/road conflicts in the Roberts Bank Rail Corridor
 
Background June 2007 Roberts Bank Rail Corridor announced, for $307 million; 64 th /Mufford overpass is a top priority. Project funding partners include Federal, Provincial, Port Metro Vancouver, Township and TransLink as the coordinating partner. Provincial MoT & ToL are principal road authorities; TransLink for MRN.
Background $51M funding agreements being finalized. Federal / ToL  $  2.7M MOT/PMV/TransLink/ToL  $48.3M ToL contribution $9.3M ToL is risk-sharing cost overruns with Province.
Summary of Progress  ALC issued an Agreement-in-Principle on November 26, 2008 CEAA application submitted, anticipate 60 day review period. Property acquisition ongoing.
 
 
Agricultural Land Commission AIP contains several conditions, generally: Topsoil mitigation and drainage improvements. Ensure agricultural viability and connectivity. Define a drainage strategy for Milner. Ensure limited disturbance to farms and livestock from recreational activities.
Public Information Convene a public information meeting in January 2009. Seek feedback on issues such as road connections, multi-use pathway, intersection configuration. Report to Council with findings and recommendations.
Critical Deliverables Public Info Session January 2009 Funding Agreements January 2009 Issue design/build RFP January 2009 Receive proposals March 2009 Award contract April 2009 Complete design by June 2009 Open to traffic in 2011, depending on soil conditions.

Vision for the Immediate Future Our collective input to the EAO results in Langleys’ issues being Given detailed assessment Completely resolved by avoidance and/or mitigation Together with Vancouver Port Authority we will  achieve railway and senior government commitment towards a long term solution.
