Present Situation
- A short characteristic
MINISTRY FOR
HOUSING, URBAN

External Interest in Improvement *)
• Public sector – at all levels:
– Waste of time in management of in-formal, local address registers
– Waste of time to sort out data inconsistency from different sources
• Business – Utilities, LBS service providers, transport sector:
– Higher accuracy, better address coverage and improved timeliness
– Improved data services, reduced costs of acquisition
• Citizens:
– Are worried if GPS and emergency service will not find them
– Are troubled when services are poor because of bad addressing
*) Based on several stakeholder reports and feed back from users and citizens

The data quality
– e.g. timeliness, accuracy, coverage,
harmonization, standardization
The back end infrastructure
– e.g. base register systems, coherence with
other basic data sets etc.
The services
– E.g. by reliable, high-effect, open services
for mapping, online access and download
Therefore ten promises to the
future user of address data
The Address Program shall Improve
MINISTRY FOR
HOUSING, URBAN
AND RURAL AFFAIRS
# 1 Open and Accessible
Address data will be available in high efficient digital services which are
updated and maintained according to user’s needs and technology
– without charge of fee or license restrictions
MINISTRY FOR
HOUSING, URBAN
AND RURAL AFFAIRS
# 2 Early
Addresses will be present as early as possible - e.g. so that the road name and
address is available for the utility company, the entrepreneur and the estate agent –
even before the land division is approved and the building has been constructed
MINISTRY FOR
HOUSING, URBAN
AND RURAL AFFAIRS
# 3 Current, Timely
Address updates will be available for the users within seconds or
minutes (and not within weeks or months) – and data will be
updated when a change occurs – and not weeks or months after.
MINISTRY FOR
HOUSING, URBAN
AND RURAL AFFAIRS
There will no longer exist ”white spots”
where many activities unfolds and services
are delivered – without proper addressing.
# 4 Full Cover
MINISTRY FOR
HOUSING, URBAN
AND RURAL AFFAIRS
Data is unambiguous and will have a positional accuracy which reflects the technologic
development and the user’s needs
– e.g. for hand held mobile devices for navigation and location
# 5 Accurate
MINISTRY FOR
HOUSING, URBAN
AND RURAL AFFAIRS
# 6 Standardized
Address data model and standards will be well defined across the full
domain of basic data – and international agreements.
Quality- and metadata will be available in order to support cost effective
development of applications
MINISTRY FOR
HOUSING, URBAN
AND RURAL AFFAIRS
Addresses and data will be quality proved through daily use, according to
agreed and open quality norms. Errors and omissions can be reported
easily – and will be corrected efficiently and quickly.
# 7 Trustworthy
MINISTRY FOR
HOUSING, URBAN
AND RURAL AFFAIRS
The three big public data domains (person, business, property) will use
the same address data set as a common reference, in order to ensure
that information from these domains can be linked together.
# 8 Consistent
MINISTRY FOR
HOUSING, URBAN
AND RURAL AFFAIRS
# 9 Persistent
Addresses will be persistent location identifiers and will not be affected
by changes in ownership or administrative reference
– users should not be bothered by unnecessary updates
MINISTRY FOR
HOUSING, URBAN
AND RURAL AFFAIRS
Data will be ”ready for use” in navigation and location applications
e.g. for in hand held mobile devices. All road names and address
instances will have a proper link to a digital road network.
# 10 Navigation-enabled
