- 2. Develop a strategy to engage with emerging economies especially BRICS
- 3. Develop strategy/capacity to engage with the private sector
- 4. Enhance fund-raising expertise/support at the global level. Measure performance on funds raised. Go beyond the usual Euro centric donors to target emerging nations and private sector including CSR funds
- 5. Establish a Program Development Fund which can be used by regions/countries, managed by a fund raising expert disbursed on basis of co- funding by regions
- 6. Mandate/encourage core funding to be used as “seed” funding. Every $ from GWPO should result in x$ raised at the regional level. Core budget should be an investment NOT spent on one-off programs.
- 7. Develop incentives for fund-raising
- 8. Fund-raising and capacity to deliver should go hand-in-hand (only in a perfect world since one has to take a leap)
- 9. Explore partnerships, accreditation to implement projects for global funds i.e. GEF
- 10. Strengthen RWPs to support CWPs to strategically develop projects and raise local funds and also claim/highlight achievements
- 11. Develop projects/programs with clear action on the ground. Use these as learning case studies
- 12. Develop a strategy M/O to provide neutral platform services in the context of large infrastructure and public sector projects and public-private partnerships. Help design, and implement and negotiate benefit sharing
- 13. Build partnership with social mobilization outfits to build social nets for water security
- 14. TRANSLATE GWP FUNDS INTO IN-KIND FUNDING FOR PROJECT/PROGRAM DEVELOPMENT TO DEMONSTRATE HOW WORKING THROUGH THE NETWORK LEVERAGES TREMENDOUS BENEFIT. I.e. high-level leading experts acting as chairs providing free services.
