This document discusses challenges facing patent platforms for cellular, IoT, and video coding standards. It addresses the tsunami of potential standard-essential patents from multiple generations of standards and open-source alternatives. Approaches to determining essential patents from standards organizations, patent disclosures, and conformance are presented. International approaches from China, Japan, Europe, and the U.S. are summarized. Mechanisms for assessing essentiality are discussed, highlighting the need for independence, technical expertise, standards interpretation skills, and assessing patent claim scope.
