This document provides an analysis of pavement design options for an expressway in hilly terrain where the road grade is greater than 4% using multi-criteria analysis. It discusses flexible asphalt pavement and rigid concrete pavement alternatives based on criteria of cost, time, performance, and maintenance. An analytical hierarchy process is used to assign weights and scores to criteria and alternatives. Based on the analysis, rigid concrete pavement has better performance in hilly areas and lower long-term maintenance costs, making it the preferred option where road grade is over 4%.
