 NHS/HE Content Group acts under the umbrella of
NHS/HE Forum

 Work Plan for the Group to be reformulated following
recent review of NHS Library Services in England
 Membership (who from NHS [including NLH], HE [including new
SCONUL Health Strategy Group], JISC Strategic Content Alliance
[NHS a signatory], and Peter Hill too
 Agenda – to be formulated in wake of the recent Review Report

 Joint Procurement
 Joint procurement between HE and the NHS is a recommendation
from the Review
 A previous attempt failed – Why?
Lack of agreement over content
Who will pay? – no alignment of funding cycles between NHS
and HE
 Licence which embraces both NHS and HE was a deliverable
 Time to look at issue of joint procurement again

 Two areas of work where collaboration could take place:
 Joint responses to national consultations
E.g. UK Intellectual Property Office’s current consultation on
fair dealing/library privilege following the Gowers Report
Is NHS making a submission to this?

 Work needs to be done in both HE and NHS CLA licences
 There are difficulties in interpreting relevant licences – e.g.
Rights of a student on clinical placement in an NHS site
Copying required by an NHS consultant when he/she sends
secretary to Library run on HE premises
 Work on licences needs to ensure that each constituency
receives equitable treatment when using both NHS and HE
resources
