Why SBIR/STTR?
What is the SBIR/STTR Program? A $2 Billion+  Federal Funding Program SBIR:  Small Business Innovation Research STTR:  Small Business Technology Transfer
What is the SBIR/STTR Program? A federal funding mechanism to support small business to: Stimulate technological innovation To develop products with  commercial merit
Funding for Commercialization Debt  Equity Non-Dilutive
Participating Agencies* TOTAL: >$2.4 B FY 2010 * www.sbir.gov
The Basics of SBIR: 3 Phases 2.5 Years, ~$1,150,000+ Phase III: Commercialization (no federal $$) Phase I:  6 Months, $150K Phase II:  2 Years, ~$1,000 K+
Eligibility for Funding Small business < 500 employees  For-profit  Located in the U.S.  R&D must be performed in the U.S.
Company-controlled research facilities Documentation Required !  **Access to special facilities is permitted
More on Eligibility At least 51% U.S. owned and independently operated *Firms more than 50% owned by corporations, VCs, institutions ARE NOT ELIGIBLE for SBIR/STTR awards.  UNLESS the majority entity meets the definition of a small business (< 500 employees; ownership) *VC/HF/PEF owned companies will be eligible for up to 25% of NIH, NSF and DoE funds and 15% for all other agencies VC/HF/PEF can’t be owned or controlled by large for foreign firms
SBIR vs. STTR PRIMARY DIFFERENCE: SBIR  allows   but does  not require  the involvement of a non-profit research institution STTR  REQUIRES  a collaboration with a non-profit research institution Collaboration is always in the form of a sub-contract However – in either case: Applicant Organization is always the Small Business !
SBIR vs. STTR APPLICANT IS ALWAYS THE SMALL BUSINESS! Subcontract percentages* SBIR: no more than  33%  in a Phase I and  50%  in a Phase II STTR:  at least  40%  at small business and at least  30%  at partner non-profit research institution * Based on budget.  Check specific agency for details * Percentages include BOTH consultants and subcontractors
SBIR vs. STTR Principal Investigator Rules: SBIR:  PI at least  51%  EMPLOYED at small business for duration of the award Agency may specify minimum effort on project. STTR:  PI has an ‘official relationship’ with the small business and at least 10% effort on the project  Note that non-profit research collaborator is a sub-contractor.  Award ‘belongs’ to small business. REMEMBER: APPLICANT IS ALWAYS THE SMALL BUSINESS!

Agency Differences -- Grants vs. Contracts **  Grants – INVESTIGATOR INITIATED TOPICS DHHS (95% $$), NSF, USDA, DOE, ED Some agencies might have topic areas (aka “buckets”) Open communications any time **  Contracts – AGENCY SPECIFIED TOPICS DoD, NASA, DHS, EPA, DOT, DOC, ED, DHHS (5% $$) Must respond to a topic Limited time to prepare ( 8-12 weeks) Limited communications during open solicitation
Reauthorization Authorization for 6 years (through 2017) Majority ownership by VC, private equity and hedge funds Funding restricted to 25% of total budget for NIH, DOE and NSF, and up to 15% for the others.  Increasing set aside allocations over 6 years: SBIR:  2.5 to 3.2% STTR: 0.3 to 0.45% Increased attention to “waste, fraud and abuse” Agencies to track commercialization outcomes more effectively
