Blockchain is being called society’s next big transformative technology.
What is blockchain? In a nutshell, it’s an incorruptible and
transparent ledger of digital transactions. It might not sound exciting, but
the possibilities are nearly endless. Entire industries,
particularly the financial sector, might very well be turned upside down.
This session explains why blockchain will be a game-
changer – and sooner than we might think.
Distributed ledger
Complete history
Tamper-evident
Transparent
What is blockchain?
A blockchain is a list of transactions shared between multiple parties where the
new transactions are added at the end, never deleted, and never changed.

Game-changer for Other Industries
Healthcare - payers / providers exchange payment / claims data
Higher education – digitally signed credentials / degrees
IoT – transactions between devices
MLB – sell and trade “digital avatars” for “popular moments”
How close?
It’s early
Lot’s of hype. Expect some winners and a lot of cancelled projects
Flurry of experimentation
Great time to learn with a proof-of-concept
Early adopters are in production
Agencies will be invited in for oversight
It’s real and growing

IBM
Business network of multiple organizations
• Multiple parties with shared control of data
• More than one entity reading or writing transactions to a database
• There is value in shared data and process; esp. consistent structured information
• Routine or logical interactions could be programmed to self-execute
• Friendly ecosystem
• Everyone would benefit
• Consider how partners could come together
• Think BIG. The bigger the circle and more partners, the better.
Fragmented and slow business processes
• Lots of people, process, paper
• Need transparency of business process
• Frequent transmission of data files
• Redundant business processes
• Heavily regulated
Significant reconciliation efforts
• Integrity problems with shared data
• Potential for fraud
• Lack of trust between parties
• One party will not accept the ‘truth’ as reported by another party
• Islands of information with lots of cross-reconciliation
• Frequent audits
• Order of transactions is important
Difficulty in tracing an asset
• Need cradle-to-grave history
• Need more visibility
• Need one shared record of truth that cannot be altered
ExamplesCharacteristics of a good use case
Credentialing of professionals
Trading renewable energy credits
Tracking evidence / chain-of-custody
CAFR reporting
Maintaining vital records / identity
Health provider registry
Tracking and processing permit applications
Tracking payday loans
Tracking grant funds
Consent management
Create and maintain corporate records
Tracking and data sharing on opioid abuse
Tracking medical marijuana seed-to-dispense
Data sharing between agencies with blockchain controlling access
Secure data sharing for process outsourcing
Tracking benefits to recipients and outcomes
External review of denied medical claims
Blockchain for state government
