Brief history
1. Kyrgyzstan was established
in 1926 as one of the Soviet
Union republics.
3. August 31, 1991 – the republic
becomes sovereign country.
2. During this period,
Kyrgyzstan became a developed
industrial republic with 100%
literate population.
4. By mid 2010 the country has
been through two revolutions
and is trying to form stronger
relationship between the State
and the civil society.
 Kyrgyzstan - a unitary state
 Kyrgyzstan is a parliamentary republic since 2010
 The President is elected by popular vote for a
term of 6 years without the right to re-election for
a second term
 The country consists of 7 provinces (oblasts)
 There are more than 10,000 registered NGOs.
Socio - political system of Kyrgyzstan
 Starting from 200 0 government programs and
strategies started to include M&E sections. Country
development strategies were developed in 2007,
2009 and in 2014.
 Starting from 2007 some tangible efforts were taken
to create a feasible government evaluation system.

expertise, and monitoring in the Kyrgyz Republic.
Objectives:
1. Promote interests of Network members in terms of professional
growth and building capacity.
2. Create effective mechanisms for participation of evaluators in
analysis of national, local and other programs.
3. Enhance the role of monitoring, evaluation and analysis in
formulation of national, local and other programs.
4. Contribute to formation of monitoring and evaluation policies.

  • #5: The Kyrgyz Republic is one of the mountainous regions. 94% of its territory lies at an altitude above 1,000 meters above sea level, and approximately 41% is located at a level above 3,000 m. There you can look beautiful Kyrgyz Nature
  • #9: К разработке стратегических страновых планов широко привлекается население и в последующем экспертное сообщество Исследования показали, что необходим комплексный подход и перестройка государственных органов для осуществления МиО
  • #11: Оценка эффективности деятельности государственного органа. Измерение происходит сравнением различных показателей в лепестковой диаграмме. Введена оценка доверия населения государственному органу. Эта оценка выполняется Национальным статистическим комитетом - раз в квартал. Оценка не учитывает что часть граждан не сталкивается непосредственно с деятельностью всех госорганов. Категория «удовлетворенность» не раскрывает недостатков реализации программ государственными органом.
  • #12: В настоящий момент времени каждый донор внедряет свое представление о МиО. Например, ВБ – предлагает создание плана МиО отраслевой программы. Но с государственного ведомства никто не требует этих данных. Руководители ведомства не используют этих данных. Поэтому замечательная работа оказывается не востребованной.
  • #15: Все задачи в различной степени исполняются. Последнее время мы сконцентрировались на формировании системы мониторинга и оценки страны
